OFFSHORE WIND ENERGY PROJECTS ALONG COAST OF ANDHRA PRADESH

Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) whether the Government has carried out any resource assessment, wind measurement studies
and seabed surveys for the development of offshore wind energy projects along the coast of
Andhra Pradesh and if so, the details and present status thereof;
(b) whether the Government has identified any offshore wind energy zones/sites along the
Andhra Pradesh coast for commercial development and if so, the details thereof
including their estimated generation potential;
(c) whether the Government proposes to extend financial, technical or policy support for the
development of offshore wind energy projects in Andhra Pradesh and if so, the details thereof
including the proposed timelines; and
(d) the steps being taken by the Government to promote investment, infrastructure
development and public-private partnerships for accelerating offshore wind energy
development in Andhra Pradesh?

(a) to (c) National Institute of Wind Energy (NIWE) has carried out the offshore wind power resource
assessments to evaluate offshore wind potential in the country including the coast of Andhra Pradesh.
Based on meso-scale study, potential offshore wind zones off the coast of Gujarat and Tamil Nadu have
been identified. As per preliminary studies, it has been estimated that about 70 Giga Watt (GW) offshore
wind power potential exists off the coast of Gujarat and Tamil Nadu.
The offshore wind potential estimated based on meso-scale data indicates annual mean wind speeds off
the Andhra Pradesh coast is in the range of 7.0–7.3 m/s, which is insufficient to support economically
feasible offshore wind energy projects.
Accordingly, the offshore wind implementation efforts are initially concentrated on higher wind
potential zones such as Tamil Nadu and Gujarat.
(d) Government has taken several steps for accelerating offshore wind power projects in the country
including Andhra Pradesh. These, inter alia, include;
• Notification of ‘Offshore Wind Energy Policy’ in October 2015 to provide framework for the
development of offshore wind energy in the country.
• The Offshore Wind Energy Lease Rules, 2023 have been notified to regulate the grant of lease
of offshore areas for development of offshore wind energy projects.
• Offshore Wind has been included in the list of activities to be considered for trading of Carbon
Credits under bilateral/co-operative approaches as per Article 6.2 Mechanism of Paris
Agreement.
• Waiver of Inter-State Transmission (ISTS) Charges along with waiver of additional surcharges
for open access consumers for offshore wind power projects commissioned on or before
31.12.2032.
