One Nation One Education Board

Will the Minister of Education be pleased to state:
(a) whether the Government is considering to introduce One Nation-One Education Board and
Uniform National Curriculum throughout the country, if so, the details thereof;
(b) whether any survey, expert deliberation, seminar and workshop has been conducted or study
report has been prepared by the Government on the said subject to assess its need, feasibility
and potential benefits and if so, the details of the main findings of such survey discussions; and
(c) the names of States/UTs evincing positive approach or support towards this proposal?

(a) to (c) Education is a subject in the Concurrent List of the Constitution. Matters related to
the management of schools that are not owned/funded by the Central Government are regulated
in accordance with the Rules and Instructions of the respective State Government concerned.
Moreover, the preparation of curricula and textbooks for schools under State Boards lies within
the jurisdiction of the respective State Governments. As such there is no proposal under
consideration to introduce a One Nation-One Education Board or a Uniform National
Curriculum.
In pursuance of the recommendation of the NEP 2020, the National Assessment Centre,
PARAKH (Performance Assessment, Review, and Analysis of Knowledge for Holistic
Development), was established on 8th February, 2023 by the Ministry of Education under the
National Council of Educational Research and Training (NCERT). It acts as the National
standard-setting body for school assessments and guides Boards on assessment reforms,
supports State Achievement Surveys and conducts the National Achievement Survey (now the
PARAKH Rashtriya Sarvekshan) to benchmark learning outcomes nationally.
With a view to promote student mobility and parity in academic performance across the nation
while respecting State’s requirements and priorities, an extensive study into ‘Equivalence of
Boards’ was undertaken by the National Assessment Centre- PARAKH, NCERT in 2023-24 to
harmonise standards in five key domains of education viz; Administration, Curriculum,
Assessment, Infrastructure, and Inclusiveness, for all recognized school boards in India. Keyfindings and policy recommendations from the exercise, based on in depth consultation with

Major insights of the report were deliberated during the ‘Akhil Bhartiya Shiksha Samagam
2024’ and “National Conference on Curricular and Assessment Equivalence of Boards”
conducted on 2nd July, 2025 by the Ministry of Education which saw participation from
Secretaries and senior officials of Education Departments, School Boards and SCERTs of
States/UTs. Besides this, a series of workshops have been conducted by PARAKH, NCERT
with State Education Boards to promote standardization of question paper templates and
adoption of best practices in assessment.
