Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has introduced the 'One Nation One Fertilizer' initiative under
the Bharat brand and if so, the objectives and salient features alongwith the number
of centres set up and measurable outcomes thereof across the country since its
inception, State-wise and year-wise including Maharashtra and Bihar;
(b) the manner in which the single Bharat brand has benefited farmers and reduced
unnecessary movement of fertilizers across the States, State-wise including
Chhattisgarh, Maharashtra and Rajasthan;(c) the quantum of fertilizers being marketed and distributed at subsidised rates under the
said scheme during the last three years, year-wise;
(d) whether any steps are being taken by the Government to curb the sale of spurious and
sub-standard fertilizers to farmers and to check black marketing of fertilizers, if so the
details thereof; and
(e) the details of improvement in transparency, quality assurance and supply-chain
uniformity?

(a) and (b) Vide notification dated 24th August, 2022, Government of India has decided to
implement One Nation One Fertilizers (ONOF) by introducing Single Bharat Brand for
Fertilizers and Logo under Fertilizer subsidy scheme namely “Pradhanmantri Bhartiya
Janurvarak Pariyojna” (PMBJP). All fertilizers companies viz Public sector, Cooperative
and Private sector are required to sell subsidized fertilizers under brand name “BHARAT”
across the country. The objective of the scheme is to increase the availability basket of
fertilizers; take care of dilemma among farmers in choosing from plethora of brands
manufactured by various companies available in the markets, reduce the crisscross
movement and further ensure timely supply of fertilizers across the country including the
States of Maharashtra, Bihar, Chhattisgarh and Rajasthan. By consolidating branding
under a single “BHARAT” brand, the scheme fosters transparency, combats malpractices,
and ensures equitable access to essential nutrients for crops. The mandate of Department
of Fertilizers is to ensure adequate availability of fertilizers at State level. The distribution
of fertilizers within the State at district level is done by the concerned State Government.
(c) Following Steps are taken by the Government every season for ensuring
uninterrupted, timely and adequate supply of fertilizers across the States/UTs:
(i) Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers.
(ii) On the basis of requirement projected by DA&FW, D/o Fertilizers allocates
adequate quantities of fertilizers to States by issuing monthly supply plan and
continuously monitors the availability.
(iii) The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web based monitoring system called integrated Fertilizer
Management System (iFMS).
(iv) Regular Weekly Video Conference is conducted jointly by DA&FW and D/o
Fertilizers with State Agriculture Officials and corrective actions are taken to dispatch
fertilizers as indicated by the State Governments.(v) The distribution of fertilizers within the State is done by the respective State
Government.
The availability of Fertilizers has remained adequate during the last three years and
the ongoing Kharif 2026 (from 01.04.2026 to 19.07.2026) season across the States/UTs.
The information regarding requirement, availability and sales of fertilizers across the
States/UTs during the said periods is placed at Annexure.
(d) and (e) In order to address the issues of black-marketing, sub-standard fertilizers,
hoarding and diversion, fertilizers are declared as an essential commodity under the
Essential Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State
Governments are adequately empowered to take action against persons involved in said
malpractices, as per provisions of EC Act. Any complaints received at Department of
Fertilizers level regarding these malpractices are sent to concerned State Government to
take appropriate action under Essential Commodities Act, 1955 and Fertilizer Control
Order, 1985. However, Department of Agriculture & Farmer’s Welfare, in consultation with
the State Governments, is regularly monitoring the enforcement action taken by States
against the cases of black marketing, hoarding, sub-standard and diversion on weekly
basis. In the country, from 01.04.2026 to 17.07.2026, 1,58,886 raids have been conducted
with 8,262 show cause notices issued, 2,692 licenses suspended/cancelled and 247 FIRs
registered against defaulters.
