SHRI MAGUNTA SREENIVASULU REDDY: पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) the details regarding the present status of the One Nation, One Grid, One Price initiative across the country, State/UT-wise and especially in Andhra Pradesh; (b) the details regarding the total number of operational natural gas pipelines covered under the initiative as on date across the country, State/UT-wise and especially in Andhra Pradesh; (c) the details regarding the total number of beneficiaries covered under the initiative including households, industries, transport and other user categories, State/UT-wise especially in Andhra Pradesh; (d) the details regarding the total funds allocated, sanctioned, released and utilised for implementation of the initiative since its inception; and (e) whether the Government has taken steps to bring all operational pipelines under the ambit of the initiative and if so, the details thereof along with the proposed timeline for achieving full national coverage? ANSWER पेट(cid:332)ोिलयम और (cid:366)ाकृ ितक गैस मं(cid:361)ालय म(cid:336) रा(cid:475) मं(cid:361)ी ((cid:373)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) to (e) Petroleum and Natural Gas Regulatory Board (PNGRB) is the authority to grant authorization to various entities to Lay, build, operate and expand Natural Gas Pipelines (NGPL). As on September 2025, PNGRB has authorized approximately 34,238 km of NGPL network which includes common carrier, spur line, tie-in connectivity and dedicated pipeline across the country to create a National Gas Grid to be completed within periods as specified in the PNGRB authorization, out of which 25,923 km are operational. To realize the 'One Nation, One Grid, One Price' vision, the Government, through PNGRB has notified the Unified Tariff effective from 01.04.2023 for all pipelines that are part of the National Gas Grid System (this comprises of ~ 90% of Total Operational Common Carrier Pipelines authorised by PNGRB). As part of the move toward a Unified National Tariff structure, PNGRB vide amendment dated 07.07.2025 has also reduced the number of Unified Tariff Zones from three to two. This change aims to create a more balanced tariff system and improve natural gas access.PNGRB has notified transportation tariffs of Rs. 54/MMBTU (up to 300 km) and Rs. 102.86/MMBTU (beyond 300 km) effective 1 January 2026. However, CNG and Domestic PNG consumers nationwide will be charged the Zone-1 tariff of Rs. 54/MMBTU, resulting in nearly 50% lower transportation charges for consumers located beyond 300 km. The reform will specially benefit the consumers located in the far-flung areas where currently the additive tariff is applicable. It also facilitates development of gas markets, enhances affordability for urban households and transportation sectors. The details of the total coverage of operational natural gas pipelines operating under the Unified Pipeline Tariff regime authorized by PNGRB (including Andhra Pradesh) as on 30.09.2025 is at Annexure-I. The expansion of the natural gas pipeline grid has significantly improved access of natural gas for City Gas Distribution (CGD) networks, industries, power plants, and households. After completion of 12/12A CGD bidding round, PNGRB has authorized entities for the development of CGD network in 307 Geographical Areas (GAs), covering 100% of the mainland area for the development of CGD network across the country. As per Minimum Work Programme (MWP) targets provided by PNGRB, authorised entities have to provide approx. 12.6 crore PNG connections and establish 18,336 CNG Stations by 2034. As on 31.12.2025, the authorized entities have provided more than 1.60 crore PNG Domestic (PNG (D)) connections and 8,538 CNG Stations. The State/UT-wise details of CNG stations and PNG connections are at Annexure-II. Furthermore, the authorized entities have provided 21,197 Industrial and 47,327 Commercial connections in their respective Geographical Areas. In the state of Andhra Pradesh, PNGRB has authorized 10 Geographical Areas (GAs) (1 GA spread over Andhra Pradesh, Karnataka & Tamil Nadu) covering all the districts in the state and the authorized entities have provided 3,09,172 PNG Domestic (PNG (D)) connections and 267 CNG Stations as on 31.12.2025. Furthermore, the authorized entities in Andhra Pradesh have provided 89 Industrial and 586 Commercial connections in their respective Geographical Areas. The investment required for laying and operating natural gas pipelines is made by the authorized entities. However, the Government has provided capital grant to ensure connectivity to underserved regions (such as Eastern India and North East region). Under this initiative the Government has allocated Rs. 10,735 crore as capital grant and released 9340.29 crore as on date. As per the Petroleum and Natural Gas Regulatory Board (Determination of Natural Gas Pipeline Tariff) Regulations, 2008: “National gas grid system” means network of all such natural gas pipelines within India which are fully interconnected with each other (including those which are partly commissioned and so interconnected) and as enlisted in Schedule C to these regulations and the Board may, by order, amend the said Schedule C from time to time;” Schedule C is given as Annexure –III. *****Annexure-I ANNEXURE REFERRED TO IN REPLY TO PART (a) to (e) OF LOK SABHA UNSTARRED QUESTION NO. 3255 TO BE ANSWERED ON 12.03.2026 REGARDING ONE NATION, ONE GRID, ONE PRICE INITIATIVE.
