GOVERNMENT OF INDIA MINISTRY OF PARLIAMENTARY AFFAIRS LOK SABHA STARRED QUESTION NO. 252 TO BE ANSWERED ON 05.08.2026 “Online Assurance Monitoring System (OAMS)” 252. Shri Satish Kumar Gautam: Shri Rahul Singh Lodhi: Will the Minister of Parliamentary Affairs be pleased to state:- (a) the status of the initiatives launched through the Online Assurance Monitoring System to track, evaluate and guarantee the expeditious execution of formal Assurances given by the Ministers in both Houses of Parliament; (b) the details of features introduced for documentation, alerts and monitoring of pending Assurances; (c) whether the said digital architecture enable the Committee on Government Assurances in real-time monitoring of pending Assurances given by the Minister in both Houses of Parliament and if so, the details thereof; and (d) the specific interventions introduced to reduce delays in implementation and increase the accountability of various Ministries to their legislative obligations? Answer Minister of Parliamentary Affairs; and Minister of Minority Affairs (Shri Kiren Rijiju) (a) to (d) A statement is laid on the Table of the House. *****Statement referred to in reply to parts (a) to (d) of Lok Sabha Starred Question No. 252 for answer on Wednesday, the 05th, August, 2026 regarding “Online Assurance Monitoring System (OAMS).” (a) to (d):- The Ministry of Parliamentary Affairs has developed the Online Assurance Monitoring System (OAMS), a centralized web-based platform for end-to-end digital processing and monitoring of Government Assurances given by Ministers on the floor of both Houses of Parliament. The system facilitates efficient processing and monitoring of Government Assurances while promoting transparency, accountability and effective coordination among the Ministry of Parliamentary Affairs, the Committees on Government Assurances of both Houses and the concerned Ministries/Departments. The OAMS provides a workflow-based platform for creation and processing of Government Assurances, online submission of Implementation Reports by the concerned Ministries/Departments, maintenance of digital records, online status tracking, and electronic submission and processing of related documents. It also generates automated monthly reminders for timely submission of Implementation Reports. The OAMS enables the Ministry of Parliamentary Affairs and the Committees on Government Assurances of both Houses to monitor implementation of Government Assurances in a transparent and time-bound manner. It facilitates review of pending assurances by providing updated status and related records, and where necessary, supports calling representatives of the concerned Ministries/Departments to tender oral evidence before the Committees. OAMS also enables online submission and examination of proposals for extension of time and dropping of assurances, allowing seamless electronic coordination among all stakeholders. To ensure expeditious implementation, the Ministry regularly monitors pending Government Assurances through OAMS, which is available in the public domain through the OAMS portal (https://oams.nic.in). It examines Implementation Reports submitted by the concerned Ministries/Departments, processes proposals for extension of time and dropping of assurances for consideration by the Committees on Government Assurances, and processes accepted Implementation Reports for laying before the respective Houses of Parliament. The digital platform has strengthened monitoring, record management, transparency, coordination and timely implementation of Government Assurances, while enhancing the accountability of the concerned Ministries/Departments towards their legislative obligations. The Ministry also periodically reviews OAMS and introduces necessary improvements, as required, to further enhance its effectiveness in the monitoring and management of Government Assurances. *****
