be pleased to state :
(a) the details of Open-End Spinning mills that have reduced production during the last year, State wise including Tamil Nadu;
(b) whether rising prices of cotton waste and falling yarn prices have affected the profitability of these mills, if so, the details thereof;
(c) the impact of this situation on employment and allied sectors such as powerloom and handloom industries;
(d) the challenges being faced by mills due to electricity costs and raw material price volatility; and
(e) whether the Government has examined the issue of export of cotton waste and if so, the steps taken by the Government to stabilise the sector and support affected mills? उत्तर ANSWER वस्त्र राज् य मंत्री (श्री पबित्र मार्घरे रटा) THE MINISTER OF STATE FOR TEXTILES (SHRI PABITRA MARGHERITA)
(a): No such information is available with this Ministry as no report has been received from the mills or from any recognized industry association about their reduced production during the last year.
(b) to (d): Data on the export of cotton waste and its corresponding value for the last three cotton years (Oct-Sept) i.e., from 2022-23 to 2024-25 is given below:

Source: Monthly Statistics of the Foreign Trade of India, DGCIS, Kolkata On perusal of the above data, it may be observed that prices have come down from Rs. 129.01 per kg in 2022-23 to Rs. 105.07 per kg in 2024-2025. Thus, there is no rising trend in prices of cotton waste. The available data does not suggest any adverse impact on the profitability of Open-End Spinning Mills on account of cotton waste prices.
Further, no adverse impact on employment or allied sectors such as powerloom and handloom industries has been reported to this Ministry. Available data indicates stability in raw material prices relevant to Open-End Spinning Mills, while electricity costs are determined by the respective State Electricity Regulatory Authorities in accordance with applicable regulations.
(e): Cotton waste (ITC HS 5202) is a freely exportable commodity. The Government has examined DGCI&S export data, which indicates that exports of cotton waste declined by 7.71 per cent in 2024–25 as compared to the previous year. Thus, there is no significant change warranting immediate government intervention.
