“OPERATION DEEP MANIFEST”
2544. Shri Kamakhya Prasad Tasa:
Will the Minister of FINANCE be pleased to state:
(a) whether it is a fact that the Operation Deep Manifest is a major ongoing operation by
India's Directorate of Revenue Intelligence (DRI) to stop the illegal import of Pakistani-origin
goods, especially after a trade ban following terror attacks;
(b) if so, the details thereof;
(c) the current status of Operation Deep Manifest launched by the Directorate of Revenue
Intelligence (DRI);
(d) the names of third countries identified to be involved in the illegal import of Pakistani-
origin
goods;
(e) whether DRI discovered blatant violation of import policy conditions imposed by the
Government on direct or indirect import or transit of Pakistani-origin goods; and
(f) if so, the details thereof along with such blatant violations?
ANSWER

(a) to (d): Yes, Operation Deep Manifest was launched by the Directorate of Revenue
Intelligence (DRI) in the aftermath of the Pahalgam attack in April 2025 and the subsequent
prohibition imposed by the Government of India on trade with Pakistan. The primary
objective of the said Operation is to identify and seize consignments originating from
Pakistan and transhipment via third countries to India. It is ongoing, with a continued focus
on preventing the direct or indirect import of goods originating in or exported from Pakistan.
Till January 2026, as part of this operation total of 12 cases involving goods of Pakistani
origin have been booked by DRI, wherein goods valued at Rs. 1748 Lakhs have been
seized. In all 12 cases goods have been imported via UAE.
(e) & (f): DRI has detected 12 cases, as mentioned in reply to para (a) to (d) above, where
goods have been found to be imported in violation of the existing legal provisions including
prohibitions imposed vide DGFT Notification No. 06/2025-26 dated 02.05.2025.
