OPERATIONAL COAL MINES

Will the Minister of COAL be pleased to state:
(a) the number of coal mines allocated and the number of mines currently operational so far in
the country along with the area of mines, State and company-wise;
(b) the type and area of land allotted or unacquired for these mines, State and mine-wise;
(c) the number of people who have been displaced due to coal mine allocation so far and the
amount of compensation given to them particularly tribal displaced persons, State and mine-
wise;
(d) whether the consent of the Gram Sabha has been obtained under the Provisions of the
Panchayat Extension to the Scheduled Area (PESA) Act before the allotment of land under the
Fifth and Sixth Schedule and if so, the details thereof particularly Hasdeo Aranya of
Chhattisgarh; and
(e) the number of coal mines currently in the Government and Private sector ownership
along with the details of production and income from these mines, mine-wise?

(a)&(b) A total of 213 captive and commercial coal blocks have been allocated by the Ministry
of Coal of which 77 coal blocks are operational. List of operational mines along with their total
area, State and Allocattee is attached at Annexure I.
Acquisition of land is undertaken in accordance with the Right to Fair Compensation and
Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR
Act, 2013), Coal Bearing Areas (CBA) Act, 1957 and other applicable laws of respective State
Governments. Forest land is transferred after obtaining statutory Forest Clearance, including
settlement of rights under the FRA Act, 2006 wherever applicable. The area of land acquired
or under acquisition is dynamic and progresses in phases, aligned with the mine plan, statutory
approvals and State-specific implementation schedules.
(c) The extent of displacement and compensation is project-specific and determined at the State
and district level through joint measurement and verification. To safeguard the interest of tribal
persons, the Panchayats (Extension to the Scheduled Areas) Act (PESA Act) mandated
Page 1 of 8obtaining the consent NoC from the Gram Sabha as a mandatory prerequisite for land
acquisition in Scheduled Areas.
(d) Yes, the consent of Gram Sabha is being obtained as a pre-requisite for carrying out land
acquisition in the scheduled areas under the Provisions of the Panchayat Extension to the
Scheduled Area (PESA) Act. The required FRA process is being followed under the Scheduled
Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 for
diversion of Forest Land for coal mining. In cases pertaining to Scheduled Areas, including
those in Hasdeo Aranya in Chhattisgarh, Gram Sabha resolutions and associated statutory
compliances are integrated into the land acquisition proceedings conducted at the State level
and the forest clearance process.
(e) Out of 213 Captive and Commercial coal blocks allocated by Ministry of Coal, 137 coal
blocks have been allocated to private sector and remaining 76 blocks to Govt. sector. 64 Coal
mines have started coal production as of now. Mine-wise production and revenue generated
from these 64 coal mines during FY 2024-25 is attached at Annexure II.
