Parliament Question: Operationalisation and post-completion status of Juvvaladinne Fishing Harbour

GOVERNMENT OF INDIA MINISTRY OF PORTS, SHIPPING AND WATERWAYS RAJYA SABHA UNSTARRED QUESTION NO. 2079 ANSWERED ON 10.03.2026 OPERATIONALISATION AND POST-COMPLETION STATUS OF JUVVALADINNE FISHING HARBOUR 2079. SHRI MASTHAN RAO YADAV BEEDHA: Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state: (a) whether Government has fixed a definite date for commissioning and commencement of operations of the Juvvaladinne Fishing Harbour, as all components approved by Government are stated to have been completed; (b) whether the Andhra Pradesh Maritime Board has put in place a comprehensive Operation and Maintenance (O&M) mechanism, including staffing pattern, user charges and maintenance funding, if so, the details thereof; (c) whether reported employment generation of 6,100 fishermen (direct and indirect) has been verified through any post-completion assessment and category-wise breakup of beneficiaries; and (d) whether adequate post-harvest and value-addition infrastructure has been made operational to fully utilise the harbour’s designed capacity? ANSWER MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL) (a) to (b) Construction of fishing harbour at Juvvaladinne, Nellore district, Andhra Pradesh has been approved by Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and Dairying on 18.03.2020 at the cost of Rs. 288.80 crore with financial assistance of Rs. 69.145 crore each by DoF and Ministry of Ports, Shipping & Waterways (MoPSW) and Rs. 150.51 crore under State plan of Andhra Pradesh. The works related to the components of the project approved by Government of India have been completed. The Govt. of Andhra Pradesh (GoAP) has intimated overall physical progress of the fishing harbour as 97.98% and it is yet to be operationalized. The GoAP is exploring the onboarding of a Public Private Partnership (PPP) operator for staffing, maintenance and overall O&M activities of the harbour. The user charges towards berthing and wharfage shall be collected as per the policy of GoAP.(c) Andhra Pradesh Maritime Board (APMB) has assessed employment generation of 6,100 fishermen (direct and indirect) and annual fish landing capacity of 41,250 MT equivalent to Rs. 282.60 crore upon fully operationalization of the fishing harbour. The GoAP has informed that a comprehensive post completion assessment including verification of employment generation and category wise breakup of beneficiaries to be undertaken after the harbour becomes fully operational. (d) Does not arise since the fishing harbour has not been made operational. *****
