OPERATIONS AND MAINTENANCE COST UNDER AMRUT 2.0
NO. 6256. SHRI BAPI HALDAR:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether it is a fact that States have assessed about Rs. 21,023 crore
as Operation and Maintenance (O&M) cost for approved AMRUT 2.0
projects while the Union Government does not fund O&M and if so,
the details thereof;
(b) the plan to ensure O&M financing through user charges, property tax
and other sources and to prevent asset deterioration, State/UT-wise;
and
(c) the number of water and sewerage assets that are non-functional due
to lack of O&M funds, State/UT-wise?
ANSWER

(a) to (c): Water and Sanitation is State subject and maintenance of water
and sewerage/ septage management infrastructure is the responsibility of
the concerned Urban Local Bodies / Urban Development Authorities under
the State Governments.
AMRUT 2.0 has been launched in the year 2021 in all Urban Local
Bodies (ULBs)/ cities, enabling the cities to become ‘self reliant’ and ‘water
secure’. Providing universal coverage of sewerage and septage
management in 500 AMRUT cities is one of the major focus areas of AMRUT
2.0. Rejuvenation of water bodies and development of green spaces and
parks are other components of the mission.

The Mission guidelines advocates taking up projects with Operation
and Maintenance (O & M) cost for at least five years, funded by way of levy
of user charges or other revenue streams. The Mission framework also
emphasizes reforms such as levy and collection of user charges, reduction
of non-revenue water, reuse and recycling of treated wastewater and
improvement in financial management practices to enhance the capacity
of ULBs to sustainably operate and maintain assets. Under AMRUT, Credit
rating work has been completed in 468 cities. 162 cities have received
Investible Grade Rating (IGR), including 34 cities with rating of A- or above.
Further, Ministry of Housing and Urban Affairs has released a credit rating
toolkit to support the States.
Under AMRUT 2.0, the States/ Union Territories are empowered to
select, appraise, prioritise and implement the projects within the broad
framework of Mission guidelines. The State Water Action Plans (SWAPs)
comprising of 8,771 projects worth ₹1,92,482.52 crore have been approved
so far under AMRUT 2.0, which include ₹20,019.38 crore as Operation and
Maintenance (O&M) cost. As updated by the States/ UTs on AMRUT 2.0
portal as on 02.03.2026, the State/UT-wise details of projects with O&M
cost is given in Annexure.
As operation and maintenance of the project is the responsibility of
the State/UTs, Ministry of Housing and Urban Affairs does not maintain
State/UT-wise details of water and sewerage assets that are non-functional
due to lack of O&M funds.
