GOVERNMENT OF INDIA MINISTRY OF COOPERATION LOK SABHA UNSTARRED QUESTION NO. 261 TO BE ANSWERED ON 21st July 2026 PACS Services in Andhra Pradesh 261. Dr. Gumma Thanuja Rani: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) whether the Government has assessed the performance of Primary Agricultural Credit Societies functioning as Common Service Centres in Andhra Pradesh; (b) whether the Government has reviewed the accessibility of digital banking, insurance and agricultural services provided through PACS-CSCs in rural and underserved regions of Andhra Pradesh; (c) if so, the details thereof; and (d) if not, the reasons therefor? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a) to (d): The Ministry of Cooperation, in collaboration with CSC e-Governance Services India Limited (CSC SPV), is facilitating the functioning of eligible Primary Agricultural Credit Societies (PACS) as Common Service Centres (CSCs) to enable them to provide a wide range of digital and citizen-centric services in rural areas including Andhra Pradesh. The performance of PACS functioning as CSCs is monitored periodically through review meetings and status reports received from CSC SPV including Andhra Pradesh. So far, in the State of Andhra Pradesh, 1,958 PACS have been onboarded as CSCs, and 1,869 PACS are functioning as CSC. PACS functioning as CSCs provide a range of digital services including banking and financial services, insurance services, Aadhaar-enabled services, utility bill payments, PAN card services, agricultural and allied services, and various Government-to-Citizen (G2C) and Business- to-Citizen (B2C) services. These services enhance access to digital and public service delivery in rural and underserved areas. The details of PACS functioning as CSCs in Andhra Pradesh are at Annexure.
