PADDY PROCUREMENT
5390. SHRI MANI A:
Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC
DISTRIBUTION be pleased to state:
(a): the details of paddy procurement including the quantity procured through central
agencies and the number of farmers who benefited from MSP procurement operations during
the last three years, year and State-wise;
(b): whether the Government has assessed the adequacy of procurement centres across
major paddy-producing States particularly in remote and rain-fed regions and the steps taken
by the Government to ensure easier access for farmers to MSP procurement facilities;
(c): whether the Government has received complaints from farmers in Dharmapuri district
of Tamil Nadu regarding limited procurement centres, long waiting periods or transport
difficulties while delivering paddy to procurement points and if so, the details thereof;
(d): whether any study has been conducted on the participation of small and marginal
farmers of DharmaI)uri in MSP procurement and if so, the details of the challenges they face
in accessing procurement support; and
(e): whether the Government proposes to expand procurement centres, improve storage
infrastructure and ensure timely MSP payments to farmers in Dharmapuri district and if so,
the details thereon

(a) : The State-wise, details of quantity of paddy procured and number of farmers benefited, during
the last three years are at Annexure.
(b): The procurement operations at Minimum Support Price (MSP) in the states are majorly
carried out by State Government procuring agencies. Adequate number of Procurement Centres
(PCs) are opened by the respective State Govt. Agencies and FCI taking into account the production,
marketable surplus, availability of other logistics and convenience of the farmers in the region. A
number of temporary purchase centres, if required, in addition to the existing mandis and
depots/godowns are also established at key locations, to further facilitate ease and accessibility for
farmers(c): No complaint has been received from farmers in Dharmapuri district of Tamil Nadu regarding
limited procurement centres, long waiting periods or transport difficulties while delivering paddy to
procurement poInts.
(d) & (e): Tamil Nadu, being a Decentralized Procurement (DCP) state, undertakes the procurement
of food grains primarily through the Tamil Nadu Civil Supplies Corporation (TNCSC) and other
State Government agencies.
In Tamil Nadu, digital registration and streamlined logistics have enhanced access to
procurement facilities by the farmers including small and marginal farmers who are eligible to
register for MSP procurement. In particular, in remote and rain-fed regions, focused initiatives such
as infrastructure expansion, decentralization, digitalization, and targeted outreach in underserved
areas have considerably improved the accessibility and efficiency of procurement operations.
In Dharmapuri district of Tamil Nadu, Ragi cultivation is predominant compared to paddy.
During KMS 2024-25, Samba Season, a total quantity of 2,618 MT of paddy was procured and an
amount of Rs.6.41 crore was disbursed to 683 beneficiaries. Further, two Direct Procurement
Centres (DPCs) were also opened in the district during KMS 2024-25 for procurement of ragi. A
total of 1,014.15 MT ofragi was procured and Rs.4.35 crore was disbursed to 836 beneficiaries. In
the ongoing KMS 2025-26, 2 ragi procurement DPCs have been opened and as on 16111 March, 2026,
770.60 MT of ragi has been procured and and Rs.3.77 crore has been disbursed to 547 beneficiaries.
In addition, 2 paddy procurement DPCs have also been opened and 7.20 MT of paddy has been
procured so far from the district.
“One Nation, One MSP through DBT” has been implemented across the country which has
brought in responsibility, transparency & real time monitoring. Necessary directions have been
issued by GoI to all procuring State Governments for making the payment of MSP to farmers
preferably within 48 Hours from the issue of procurement receipt.
Storage Capacities for storing food grains in Dharmapuri District, FCI is operating by hiring
Tamil Nadu Warehousing Corportaion (TNWC) Nallampalli depot (TNWC PEG Dharmapuri)
having 15,000 MT capacity. Further, Central Warehousing Corporation (CWC) has also envisged for
construction of a godown at SIPCOT Dharmapuri.
