K SUDHAKAR: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण मं(cid:287)ी be pleased to state: (a) the number of farmer clusters formed and the total area brought under organic farming in the State of Karnataka under the Paramparagat Krishi Vikas Yojana (PKVY) during the last five years, district-wise; (b) the details of funds sanctioned, released and utilized under PKVY in Karnataka during the said period, year and district-wise; (c) the number of farmers in Karnataka registered under the Participatory Guarantee System (PGS-India) and the number of farmers presently awaiting organic certification, if any, district-wise; (d) the number of farmers trained for moving towards natural and organic farming during the same years for Karnataka; (e) whether the Government has taken steps to address issues relating to certification delays, market recognition, procurement support and fair price realization for organic farmers in Karnataka; and (f) the details of market linkage, branding, value addition, export facilitation or procurement initiatives supported by the Government for certified organic farmers in Karnataka under PKVY or related schemes? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण रा(cid:207)य म(cid:287)ं ी (SHRI BHAGIRATH CHOUDHARY) (a): As informed by the State of Karnataka, 500 clusters have been formed covering 10,000 ha area during the last five years i.e from 2020-21 to 2024-25 under Paramparagat Krishi Vikas Yojana (PKVY). District wise data is not maintained centrally.(b): The detail on Sanctioned/Release and Expenditure under PKVY in Karnataka in last five year is as given below (Rupees in lakhs). Year Sanctioned & Release Expenditure 2020-21 10.10 10.10 2021-22 0.00 0.00 2022-23 512.55 512.55 2023-24 2803.00 68.25 2024-25 1950.00 487.00 (c) & (e): Participatory Guarantee System (PGS)-India Organic Certification program is through mandated process that involves meeting/training of local group, peer inspection, online verification by Regional Councils and then certificate generation. In Karnataka, 41,892 farmers are registered, out of which 20,735 farmers are certified under PGS - India Organic Certification Programme. The Government ensures continuous support and monitoring of the PGS certification program. National Center for Natural and Organic Farming, a subordinate office under Ministry of Agriculture and Farmers Welfare is the Secretariat of PGS certification and is regularly monitoring the program through its zonal offices. The Administrative, policy support and monitoring is being provided through National Executive Committee (NEC) and National Advisory Committee (NAC) under the Ministry. (d): 11,630 farmers trained and benefitted under PKVY during last 5 years. 1.24 lakh farmers trained and benefitted under National Mission on Natural Farming (NMNF) since its inception in 2024-25. (f): The Karnataka State Horticulture Department is supporting the certified organic farmers under PKVY scheme for branding and value addition, procurement initiatives. The Government of Karnataka Initiated action to brand the organic produce and value addition infrastructure creation through FPO/FPC for the fruit Ripening chamber, pack house, market outlet, onion storage Structure and processing unit such as black pepper, turmeric & ginger and mango hot water treatment unit. Organic brands such as Pure n Sure, Bangalore , Karnataka Organics, Kavya Organics Ltd. Etc. have been developed in the State of Karnataka that adopted PGS Organic Certification. *****
