Parliament Question: Payments to MSMEs by CPSEs

GOVERNMENT OF INDIA MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES RAJYA SABHA UNSTARRED QUESTION NO. 4084 TO BE ANSWERED ON 30.03.2026 PAYMENTS TO MSMES BY CPSEs 4084. SHRI MALLIKARJUN KHARGE: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the total value of pending payments owed to Micro, Small, and Medium Enterprises (MSMEs) by Central Public Sector Enterprises (CPSES) and large corporations during the last three years, State-wise and CPSE-sector-wise; (b) the number of cases recorded on the MSME Samadhaan portal and the number resolved; and (c) the steps being taken to ensure timely payment compliance and reasons for such delay? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a): The cumulative dues reported by Central Public Sector Enterprises (CPSEs) towards MSMEs on Samadhaan Portal till February 2026 were Rs. 21,137.88 crore, of which Rs. 18,731.45 crore has been reported as paid by CPSEs, resulting in pending dues of Rs. 2,406.46 crore. The details of dues reported by CPSEs, Ministry -wise, on Samadhaan Portal till February, 2026 are given at Annexure. (b): For filing and monitoring pending payment cases by Micro and Small Enterprises (MSEs) against buyers of goods and services, Government launched SAMADHAAN portal on 30.10.2017. The filed cases are referred to the MSEFC concerned for resolution of dispute between the MSE seller and the buyer as per relevant provision made under the applicable laws. As per the data available on SAMADHAAN portal, the applications filed by MSEs are 2,56,892. Of this, 1,60,743 cases have been decided by Micro and Small Enterprise Facilitation Councils (MSEFCs). Thus, the percentage of applications filed to the cases disposed off is approximately 62%. (c): Government has taken a number of steps to ensure timely payments to MSEs, including: i. As per Section 15 of the Micro, Small and Medium Enterprises Development (MSMED) Act, 2006 payment to the MSEs is to be made within 45 days. Under the provisions of this Act, MSEFCs have been set up in the States/UTs to deal with cases of delayed payments of the MSEs. ii. Government launched Online Dispute Resolution (ODR) portal on 27.06.2025 to strengthen the existing SAMADHAAN Portal, with the objective of ensuring speedy, cost-effective, and transparent resolution of delayed payment disputes involving MSE. All fresh cases related to delayed payments are filed by MSEs on the MSME ODR portal with effect from 15.10.2025. As on 10.03.2026, total 14,814 cases have been filed on this Portal, out of which 26 cases have been resolved. iii. Introduction of a pre-litigation, dialogue-based mechanism under the ODR framework encourages voluntary mediation, conciliation or negotiation between the buyer and seller before the matter proceeds to formal adjudication by MSEFCs. iv. Government vide notification S.O. 4845(E) dated 07.11.2024 has directed CPSEs and all companies with the turnover of Rs. 250 Crore or more to on-board the Trade Receivables Discounting System (TReDS), an electronic platform for facilitating the discounting of trade receivables of MSMEs through multiple financiers. *****Annexure Annexure referred to in reply to part (a) of Rajya Sabha Unstarred Question No. 4084 for answer on 30.03.2026.
