Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether the Government has received the Post-Disaster Needs
Assessment (PDNA) report submitted by the State Government of Kerala in
connection with the Wayanad (Meppadi–Chooralmala) landslide disaster;
(b) the total financial assistance sought by the State based on the PDNA, and
the amount sanctioned and released so far under the National Disaster
Response Fund or any other head;
(c) the balance amount pending, if any, along with the reasons for delay;
(d) the steps taken or proposed to ensure time-bound release of remaining
assistance for rehabilitation, reconstruction and livelihood restoration of
affected families; and
(e) whether disaster assistance to Kerala is proposed to be released as grant
instead of loan?

(a) to (e): The assistance under Recovery & Reconstruction (R&R) funding
Window of National Disaster Response Fund (NDRF) is governed by a duly
approved guidelines issued on 14.08.2024.-2-

These guidelines provide details of items & norms and the procedural
requirement for financial assistance against the damages. As per the
guidelines, the Post Disaster Needs Assessment (PDNA) report received by
the Central Government from the State is processed for financial assistance
in terms of the provisions contained in the said guidelines.
In the aftermath of landslide at Wayanad (Meppadi-Chooralmala) on 30 July
2024, Post-Disaster Needs Assessment (PDNA) report submitted by State of
Kerala claiming a central assistance of Rs 2221.029 Crore from Recovery and
Reconstruction funding window of NDRF was received by the Central
Government on 13.11.2024.
After examining the proposal of the State, Central Government has approved
central financial assistance of Rs 260.56 Crore for recovery and
reconstruction activities as per the guidelines and has also advised the State
to seek financial assistance for some activities related to Disaster Risk
Reduction and Livelihood as per applicable guidelines. As per Recovery &
Reconstruction guidelines, assistance sanctioned from Recovery &
Reconstruction Window of NDRF is released in three installments of 30%, 40%
and 30% subject to utilization of 75% of previously released amount.
Accordingly, first installment of Rs 76.16 Crore (30% of approved amount of
260.56 Crore) has been released on 17.11.2025.-3-

utilization certificate of 75% of previously released amount. As on date, the
Utilization Certificate from Government of Kerala has not been received.
In addition, for the reconstruction and recovery activities for Wayanad

(SASCI)’ and Rs 153.47 Crore from Relief & Response funding Window as per
