Parliament Question: Pendency on MSME Samadhaan Portal

GOVERNMENT OF INDIA MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES LOK SABHA UNSTARRED QUESTION NO. 3028 TO BE ANSWERED ON 06.08.2026 PENDENCY ON MSME SAMADHAAN PORTAL 3028. SHRI BRIJMOHAN AGRAWAL: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) the total number of delayed payment applications currently pending on the Micro, Small and Medium Enterprises (MSME) Samadhaan portal nationwide and the cumulative financial amount locked up to the latest quarter of 2026; (b) the structural reasons for the delay in full API integration between MSME Samadhaan Portal and the Government e-Marketplace (GeM) to automatically enforce the statutory 45-day payment mandate under Section 15 of the Micro, Small and Medium Enterprises Development Act, 2006; (c) the total number of pending disputes before the Micro and Small Enterprises Facilitation Council (MSEFC) in Chhattisgarh, specifically concerning SC/ST entrepreneurs, tribal cooperatives and micro-units in industrial corridors; and (d) the timeline for rolling out the Online Dispute Resolution (MSE-ODR) framework under the Raising and Accelerating MSME Performance (RAMP) scheme and introducing automated penalty mechanisms for defaulting buyer departments? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a): Ministry of MSME launched MSME SAMADHAAN Portal on 30.10.2017. As on 30.07.2026, a total of 90,756 cases involving amount of Rs. 21,030 crore are at various stages of adjudication with the Micro and Small Enterprises Facilitation Councils (MSEFCs). (b): GeM has already been integrated with Trade Receivables Discounting System (TReDS) wherein there is a facility of invoice discounting available for faster payments to MSMEs. (c): As on 30.07.2026, a total of 784 cases, including those pertaining to SC/ST entrepreneurs, are at various stages of adjudication with MSEFC in Chhattisgarh. Out of these, 432 applications pertain to micro enterprises. (d): Ministry of MSME launched Online Dispute Resolution (ODR) Portal on 27.06.2025. It is a digital, technology-enabled mechanism for ensuring speedy, cost-effective, and transparent resolution of delayed payment disputes involving Micro and Small Enterprises (MSEs). ODR also provides facility of a pre-litigation, dialogue-based mechanism for voluntary mediation, conciliation or negotiation between the buyer and seller before the matter proceeds to MSEFCs for formal adjudication. *****
