Parliament Question: Performance Audit of ITDAs in Rayagada and Koraput

SHRI SAPTAGIRI SANKAR ULAKA: Will the Minister of TRIBAL AFFAIRS be pleased to state: (a) whether the Government has carried out any independent performance audit, third-party evaluation or outcome assessment of the Integrated Tribal Development Agencies (ITDAs) in the tribal-dominated districts of Rayagada and Koraput during the last five years, if so, the details thereof and if not, the reasons therefor; (b) the details of funds allocated, released and actually utilised along with the physical outcomes achieved against the prescribed targets under Special Central Assistance (SCA) to Tribal Sub Plan (TSP), Article 275(1), EMRS, livelihood schemes and infrastructure schemes, year and scheme- wise; (c) the sanctioned strength, existing vacancies and the average vacancy period in key technical and field-level posts in both the district ITDAs; (d) whether the Government has reviewed outcome indicators such as school retention, livelihood incomes and access to basic infrastructure despite high levels of expenditure; and (e) whether the Government proposes to order a time-bound independent audit by a CAG- empanelled or any national-level institution and place its findings in the public domain? Pre-Matric Scholarship 2. Post Matric Scholarship for STs 3. Support to Tribal Research Institutes 4. Development of Particularly Vulnerable Tribal Groups (PVTGs) 5. Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) 6. Pradhan Mantri Adi Adrash Gram Yojna – PMAAGY (previously known as Special Central Assistance to Tribal Sub-Scheme - SCA to TSS). PMAAGY is now revamped and is subsumed under DAJGUA 7. Administrative Cost to States / UTs The Ministry has also undertaken evaluation of the following Central Sector schemes: 1. Eklavya Model Residential Schools (EMRS) 2. National Fellowship and Scholarship for Higher Education of ST Students 3. Scholarship to the ST Students for studies abroad 4. Aid to Voluntary Organizations working for the welfare of Scheduled Tribes 5. Pradhan Mantri Janjatiya Vikas Mission (PMJVM) 6. Tribal Research Information, Education, Communication and Events (TRI-ECE)7. Monitoring, Evaluation, Survey and Social Audit (MESSA) 8. Venture Capital Fund for Scheduled Tribes Further the two schemes PMJANMAN and DAJGUA have been built upon on all India gap analysis at village level focussing on gaps in health, education, livelihood etc. These gaps/interventions cover Odisha as well. Regular review of physical progress is undertaken through dashboard. As on date, a total number of 723 locations have been approved/land provided by the respective State /UT Governments, out of which 499 EMRSs have been made functional across the country. With regard to Koraput districts of Odisha, as on 31.01.2026, a total of 12 EMRSs have been sanctioned / land has been made available by the State Government, out of which 05 EMRSs have been made functional by the State Government. In Rayagada district, 09 EMRSs have been sanctioned / land has been made available by the State Government, out of which 03 EMRSs have been made functional by the State Government. Eklavya Model Residential Schools (EMRS) is being administered and managed centrally by the National Education Society for Tribal Students (NESTS). NESTS allocated a recurring grant of ₹1,09,000 per student per annum till third quarter of FY 2024-25. For fourth quarter it was increased to Rs. 1,40,059 per student per annum. It has been subsequently revised to Rs. 1,47,062/- per student per annum from FY 2025-26 under GIA–General, towards the operational and maintenance expenses of Eklavya Model Residential Schools (EMRSs). Monitoring focuses on student enrolment, attendance, academic performance, transition to higher classes, and availability of basic infrastructure such as hostels, classrooms, sanitation, drinking water, electricity and digital facilities. These outcomes are reviewed through periodic inspections, MIS and reports from State EMRS Societies, and corrective measures are undertaken as required to ensure improved educational and developmental outcomes for EMRS students. Further, outcome indicators along with their targets are placed before Parliament. Many of these indicators are part of schemes’ MIS on which data on progress is updated and is accessible publicly. *****
