Parliament Question: Performance Grading Index for States and Districts

Shri Lavu Sri Krishna Devarayalu: Will the Minister of EDUCATION be pleased to state: (a) the objectives of the Performance Grading Index for States/UTs (PGI-S) and Performance Grading Index for Districts (PGI-D) and the key outcomes achieved through their implementation; (b) the details of performance of Andhra Pradesh under PGI-S and the district-wise performance under PGI-D, particularly for Palnadu district, during the last three years; (c) whether the Government has identified key areas requiring improvement based on the PGI assessments and if so, the details thereof with respect to Andhra Pradesh and Palnadu district; (d) the corrective measures, technical assistance and financial support provided by the Central Government to States and districts with lower performance to improve learning outcomes, governance, infrastructure and digital learning; and (e) whether any targets or timelines have been fixed by the Central Government to improve the PGI rankings of States and districts including Andhra Pradesh, particularly Palnadu district, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) and (b): The Department of School Education and Literacy (DoSEL), Ministry of Education has prepared 70-indicator based Performance Grading Index (PGI) 2.0 for States/UTs to measure key driving performance and critical areas of school education at State/UT level. Most of the States/UTs has improved their score in 2025-26 as compared to 2024-25 including Andhra Pradesh. The domain- wise performance of the States/UTs including Andhra Pradesh in PGI 2.0 reports for last three years can be accessed at https://spgi.udiseplus.gov.in. Similarly, domain-wise performance of districts in PGI-D report has been released for last 3 years can be accessed at https://dpgi.udiseplus.gov.in. Total of 473 out of 782 districts improved their PGI score in 2025-26 as compared to 2024-25. (c) to (e): Indicators of PGI 2.0 and PGI-D have been aligned to policy initiatives and interventions introduced post implementation of National Education policy (NEP) 2020 for proper tracking the progress. The DoSEL, Ministry of Education has shared the findings of PGI 2.0 report and PGI-D report with all the States/UTs including Andhra Pradesh to suggest the gaps at the disaggregated level and for further improvement by prioritizing areas of intervention to ensure that the school education system is robust at every level. PGI-D also provides insight into intra State comparison of progress of School education which is useful to assess the intervention required at district level and to take mid-course correction, wherever required for the holistic development of district as a whole in school education.The Performance Grading Index of all States and UTs has been discussed during the Project Approval Board (PAB) meetings. Based on the performance of the States, the activities suggested to the States/UTs in such PAB meetings, includes teacher training in assessment as learning, State text book analysis, use of early language kit and early mathematics kit developed by NCERT, training in child friendly assessment practices for teachers, documentation of best practices in the States/UTs for improvement in learning levels, etc. Further, Central Government helps States and UTs under the Centrally Sponsored Scheme of Samagra Shiksha, which is an overarching scheme of school education covering all levels from pre- primary to senior secondary. Financial assistance is provided to the States and UTs for various activities to improve enrolment in Govt. schools, which include opening/strengthening of new schools up to senior secondary level, strengthening school infrastructure, setting up, up gradation and running of Kasturba Gandhi Balika Vidyalayas (KGBV) upto class 12, setting up of residential schools/hostel named Netaji Subhas Chandra Bose Avasiya Vidyalayas, transport allowance, undertaking enrolment drives, seasonal hostels/residential camps, provision of vocational education and ICT facilities in schools, etc, financial assistance is also provided for aids and appliances for children with special needs hostels/residential camps, provision of vocational education and ICT facilities in schools, providing free text books and free uniform, transport/escort facility, etc. ******
