PERFORMANCE OF PMFBY/RWBCIS IN KARNATAKA

be pleased to state:
(a) the number of farmer applications, area insured and premium collected under
PMFBY/RWBCIS in Karnataka during the last five years, season-wise;
(b) the number of insurance companies operating in Karnataka that failed to meet the
scheme-mandated claim-settlement during each of the last five seasons, company-wise;
(c) the amount of interest/penalty actually paid to farmers for delayed settlement beyond
the mandated period, season-wise; and
(d) the Union Government's share of premium subsidy released to Karnataka during the
last five years, year-wise?

(a): Season-wise details of number of farmer applications enrolled, area insured,
premium paid by farmers in Karnataka during last five year years i.e. 2021-22 to 2025-26
under Pradhan Mantri Fasal Bima Yojana (PMFBY) and Restructured Weather Based Crop
Insurance Scheme (RWBCIS) is given in Annexure-I.
(b): Season-wise and insurance company-wise details of claims reported, claims paid
and claims pending in Karnataka from Kharif 2023 to Kharif 2025 under PMFBY are given
in Annexure-II.
(c): Majority of the claims are settled within the stipulated timelines under the
Operational Guidelines of the Pradhan Mantri Fasal Bima Yojana (PMFBY) i.e within 21
days of the receipt requisite yield data from the concerned State Government, by the
insurance companies. However, during the implementation of PMFBY, some claimsremained pending, primarily on account of (a) delay in providing State Government share of
claims (b) incorrect/delayed submission of insurance proposals by banks and unverified
bank accounts (c) discrepancy in yield data & consequent disputes between State
Government and insurance companies, unverified bank account details of enrolled farmers
etc. The pending claims on account of these issue are settled after their resolution as per
provisions of the scheme.
As per provisions of the scheme, Insurance companies are required to settle the
claims within 21 Days from calculation of claims on National Crop Insurance Portal (NCIP)
and receipt of premium subsidy by Insurance Companies. In case payment is not made as
per timelines mentioned above penalty of 12% is auto-calculated and levied through NCIP
w.e.f. Kharif 2024 season.
(d): PMFBY & RWBCIS being a Central Sector Scheme, no funds are released to the
States. Central Government share of premium subsidy is provided to the insurance
companies directly. Year-wise details of Union Government share in premium subsidy paid
in Karnataka during last five years is given below :
