Parliament Question: Performance outcomes and impact of MSME Champions Scheme in Uttar Pradesh

GOVERNMENT OF INDIA MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES RAJYA SABHA UNSTARRED QUESTION NO. 2654 TO BE ANSWERED ON: 16.03.2026 PERFORMANCE OUTCOMES AND IMPACT OF MSME CHAMPIONS SCHEME IN UTTAR PRADESH 2654. SMT. DARSHANA SINGH: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) whether Government has conducted an impact evaluation of productivity, cost optimization, export readiness and technology upgradation under MSME Champions Scheme in the State of Uttar Pradesh; (b) if so, the sector-wise outcomes achieved in the State's manufacturing and export-oriented MSME clusters; (c) the progress made in market access and supply chain integration for Zero Defect Zero Effect Certification certified units; and (d) the specific steps taken to connect MSMEs with credit, equity and market linkage forums? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a) & (b): The MSME Champion Scheme has substantially progressed towards achieving its intended objectives, with key deliverables having achieved and exceeded the stipulated targets. A third-party impact evaluation of the Scheme is currently under process, to assess its impact on the objectives of its sub-components. Under the MSME Sustainable (ZED) Certification Scheme, MSME Competitive (LEAN) Scheme, and MSME Innovative (IPR) Scheme, MSMEs are supported through quality improvement, process optimisation, and facilitation of IPR filing, including reimbursement of expenses incurred for filing foreign and domestic patents, trademarks, and design registration. These initiatives have helped MSMEs to improve their competitiveness in domestic and export markets. The outcomes achieved in the State of Uttar Pradesh and sector covered under the schemes are attached at Annexure-I. (c)& (d): The MSME Sustainable (ZED) Certification Scheme encourages MSMEs to adopt quality and environmentally sustainable manufacturing practices, thereby enhancing their overall competitiveness. This helps in improved market credibility and hence greater opportunities for integration with supply chains of large industries and participation in wider markets. Under the Scheme, graded incentives are provided to certify MSMEs by Financial Institutions and Banks, such as concessions in processing fees and interest rates. These measures facilitate improved access to credit and support the long-term growth and sustainability of enterprises.
