SHRI NARHARI AMIN: SHRI BABUBHAI JESANGBHAI DESAI: SHRI SHAMBHU SHARAN PATEL: SHRI SUBHASH BARALA: SHRI LAHAR SINGH SIROYA: SHRI UJJWAL DEORAO NIKAM: SHRI SADANAND MHALU SHET TANAVADE: SHRI RYAGA KRISHNAIAH: SHRI AMAR PAL MAURYA: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) whether Government has undertaken any impact evaluation of the MSME Champions Scheme in terms of measurable productivity gains, cost optimisation, export readiness and technology adoption; (b) if so, the details of sector-wise or cluster-wise outcomes, particularly in manufacturing- intensive and export-oriented MSME clusters; (c) the extent to which Zero Defect Zero Effect (ZED) certified MSMEs have shown improved market access, supply chain integration with large industries or participation in global value chains; and (d) the steps taken to integrate MSME beneficiaries with credit, equity and market linkage platforms to ensure long-term scale-up and sustainability of enterprises ANSWER MINISTER OF MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a) & (b): The MSME Champion Scheme has substantially progressed towards achieving its intended objectives, with key deliverables having achieved and exceeded the stipulated targets. A third-party impact evaluation of the Scheme is currently under process, to assess its impact on the objectives of its sub-components. Under the MSME Sustainable (ZED) Certification Scheme, MSME Competitive (LEAN) Scheme, and MSME Innovative (IPR) Scheme, MSMEs are supported through quality improvement, process optimisation, and facilitation of IPR filing, including reimbursement of expenses incurred for filing foreign and domestic patents, trademarks, and design registration. These initiatives have helped MSMEs to improve their competitiveness in domestic and export markets. The outcomes achieved and sector covered under the schemes are attached at Annexure-I.: 2 : (c)& (d): The MSME Sustainable (ZED) Certification Scheme encourages MSMEs to adopt quality and environmentally sustainable manufacturing practices, thereby enhancing their overall competitiveness. This facilitates improved market credibility and provides greater opportunities for integration with supply chains of large industries and participation in wider markets. Under the Scheme, graded incentives are provided to certified MSMEs by Financial Institutions and Banks, such as concessions in processing fees and interest rates. These measures facilitate improved access to credit and support the long-term growth and sustainability of enterprises.
