Parliament Question: Permanent Employment under VB-GRAM-G

Shri Nilesh Dnyandev Lanke: Shri Bhumare Sandipanrao Asaram: Dr. Shivaji Bandappa Kalge: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government proposes to increase the number of guaranteed work days under the Viksit Bharat-Guarantee for Rojgar and Aajeevika Mission-Gramin (VB-GRAM-G); (b) if so, the details thereof; (c) whether the Government proposes to launch any new programmes to generate permanent employment opportunities in the rural areas of Maharashtra and Madhya Pradesh, if so, the details thereof; and (d) whether the Government proposes to provide additional financial assistance to women Self Help Groups (SHGs) under the National Rural Livelihood Mission (NRLM) in Maharashtra and Madhya Pradesh and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) to (c): Consequent upon commencement of the Viksit Bharat– Guarantee for Rozgar and Aajeevika Mission (Gramin) (VB-G RAM G) Act, 2025, the scheme has successfully been implemented in rural areas of the entire country w.e.f 01.07.2026. The VB-G RAM G provides for a statutory guarantee of one hundred and twenty five days of wage employment in a financial year to every rural household whose adult members volunteer to undertake unskilled manual work against one hundred day of guaranteed wage employment available under Mahatma Gandhi NREGS. The new scheme has been successfully implemented in the State of Maharashtra and Madhya Pradesh also w.e.f 0.1.07.2026. In case of Maharashtra n interim Page 1 of 2allocation Rs.4420.32 crore has been made for the State. Subsequently, Mother Sanctions amounting to Rs.1459.92 Crore have been issued to the State of Maharashtra as first installment of Central Share under various components based on the proposal received from the State. Further in case of Madhya Pradesh an interim allocation Rs.6252.03 crore has been made for the State. Subsequently, Mother Sanctions amounting to Rs.630.76 Crore have been issued to the State of Madhya Pradesh as first installment of Central Share under various components based on the proposal received from the State. It is also stated that under Section 5(4) of the Act, the State Governments may make provision for providing additional days of employment beyond the period guaranteed under the Act from their own resources. The Act also aims to strengthen sustainable rural livelihoods through the creation of durable assets and implementation of the permissible works specified in Schedule I of the Act, namely Water-related Works, Core Rural Infrastructure, Livelihood-related Infrastructure and Special Works to Mitigate Extreme Weather Events. These provisions are intended to enhance livelihood security, strengthen rural infrastructure and promote sustainable rural development. (d): Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM), a flagship poverty alleviation programme of the Ministry of Rural Development, is being implemented through the State Rural Livelihoods Missions (SRLMs) across 760 districts and 7,246 blocks in 34 States and Union Territories including Maharashtra and Madhya Pradesh. As of June 2026, the Mission has mobilized about 10.08 crore rural households into nearly 92 lakh Self Help Groups (SHGs). Under the existing provisions of DAY-NRLM, capitalization support is provided to eligible SHGs in the form of Revolving Fund (RF) of ₹20,000–₹30,000 per SHG and Community Investment Fund (CIF) of up to ₹2.50 lakh per SHG to support income- generating and livelihood activities, including entrepreneurial ventures. In addition, interest subvention is available on bank loans to eligible SHGs. For loans up to ₹3 lakh, banks provide credit at a concessional interest rate of 7% per annum. For loans above ₹3 lakh and up to ₹5 lakh, banks extend credit at an interest rate equivalent to their one-year MCLR or any other external benchmark-based lending rate or 10% per annum, whichever is lower. Cumulatively, loans amounting to ₹13.41 lakh crore have been disbursed to SHGs under the Mission. These benefits are available to eligible SHGs, including those in Maharashtra and Madhya Pradesh, in accordance with the scheme guidelines. ***** Page 2 of 2
