PERMANENT MEMBERSHIP FOR UNSC

Will the Minister of EXTERNAL AFFAIRS be pleased to state:-
(a) the initiatives being taken by the Government for attaining Permanent
Membership for the country in the United Nations Security Council (UNSC);
(b) whether China is never likely to support the said Permanent Membership
for India at the UNSC; and
(c) whether India proposes to take any further initiatives under the prevailing
circumstances, if so, the details thereof?
1ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS
(SHRI KIRTI VARDHAN SINGH)
(a) to (c) Government of India accords highest priority to securing permanent
membership for India in an expanded United Nations Security Council
(UNSC). This is consistently taken up by India both bilaterally and
multilaterally at various levels, including at the highest levels. India’s
engagements in this regard cover various countries, including all five
permanent members of the UNSC.
Expansion of the UNSC warrants an amendment of the United Nations
Charter. India strongly believes that it has all the credentials to be a
permanent member of a reformed and expanded UNSC that reflects
contemporary global realities.
India consistently highlights the need for expanding both permanent
and non-permanent categories and greater representation of the developing
countries, with emphasis on the Global South, in an expanded and reformed
2UNSC. India has also been advocating for early commencement of text-based
negotiations with clearly laid out timelines and milestones.
