SHRI SHAFI PARAMBIL: Will the Minister of HOME AFFAIRS be pleased to state: (a) the total number of persons arrested, convicted and punished separately under the Unlawful Activities (Prevention) Act (UAPA) during the last five years, State-wise; and (b) the list of persons currently in prisons charged under the UAPA, State- wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) to (b): As per the Seventh Schedule of the Constitution, ‘Police’ and ‘Public Order’ are State subjects and, therefore, the primary responsibility for prevention, detection, registration, investigation and prosecution of crimes, including those under the UAPA, lies with the State Governments and Union Territory Administrations. National Crime Records Bureau (NCRB) compiles the data on crime and publishes the same in its annual publication ‘Crime in India’. The latest-2- L.S.US.Q.NO. 351 FOR 02.12.2025 published data available is till 2023. As per the report, State-wise and year-wise details of persons arrested, persons convicted for the year 2019 to 2023, are at Annexure.
