Dr. Kakoli Ghosh Dastidar: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details and total number of persons with disabilities registered under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), State-wise; (b) the details and total number of applicants with disabilities who were provided jobs and number of days for which they were engaged, State-wise; (c) whether there is any guidelines of MGNREGS to provide relaxation in the nature of work given to persons with disabilities; and (d) if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): State/Union Territory (UT)-wise details of differently-abled persons registered under Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) during the current financial year 2025-26 (as on 27.11.2025) are given at Annexure-I. (b): State/Union Territory (UT)-wise details of differently-abled persons availed employment and persondays generated under Mahatma Gandhi NREGS during the current financial year 2025-26 (as on 27.11.2025) are given at Annexure-II. (c) & (d): Para 9 of Schedule I of the Mahatma Gandhi NREGA, “adequate shelf of works shall be maintained by every Gram Panchayat to meet the expected demand for work in such a way that at least one labour intensive public work with at least one work which is suitable for particularly Vulnerable Groups especially the aged and the disabled which shall be kept open at all times to provide work as per demand.” Page 1 of 4Further, the provisions for differently abled persons under Mahatma Gandhi National Rural Employment Guarantee Act (Mahatma Gandhi NREGA) Operational Guidelines are given as under:- Para 9.3.1: The disabled or differently abled persons defined under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (1 of 1996) as persons with disabilities, the severity of which is 40% and above would be considered as special category of vulnerable persons for the purposes of Mahatma Gandhi NREGA. The disabled persons as defined in the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) are also to be considered as disabled for the purpose of inclusion in Mahatma Gandhi NREGA. Para 9.3.2: Since this category of people are differently abled, special conditions have to be created to facilitate their inclusion in Mahatma Gandhi NREGA. Para 9.3.3: Each State Government will identify specific works, which can be done by the disabled and vulnerable persons. In a village, different categories of persons with disabilities will be organized to come together as a fixed group to accomplish the works proposed for them under the Scheme, in a way that makes it possible for them to exercise their choice.
