Parliament Question: PLI scheme for telecom and networking products

GOVERNMENT OF INDIA MINISTRY OF COMMUNICATIONS DEPARTMENT OF TELECOMMUNICATIONS RAJYA SABHA UNSTARRED QUESTION NO. 14 ANSWERED ON 29TH JANUARY, 2026 PLI SCHEME FOR TELECOM AND NETWORKING PRODUCTS 14 SHRI SUKHENDU SEKHAR RAY: Will the Minister of Communications be pleased to state: (a) whether only 17 of 42 approved companies claimed incentives for financial year 2022-23 under PLI for telecom and networking products; (b) the targets and actuals for investment and sales since the scheme started, company-wise and year-wise; (c) the incentive amounts claimed, approved and paid, company-wise; (d) the details of companies that missed investment targets, with reasons; and (e) whether Government plans to simplify or amend PLI guidelines to address the issues, and if so, the details thereof? ANSWER MINISTER OF STATE FOR COMMUNICATIONS AND RURAL DEVELOPMENT (DR. PEMMASANI CHANDRA SEKHAR) (a) No, Sir. Out of the 42 companies approved under the Production Linked Incentive (PLI) Scheme for Telecom and Networking Products, 18 companies have claimed incentives for the financial year 2022–23. (b) The company-wise, year-wise targets and actuals for investment and sales as on 30.11.2025 are furnished at Annexure-I and Annexure-II, respectively. (c) The company-wise incentive amounts claimed, approved and paid are furnished at Annexure-III. (d) Sixteen companies missed their investment targets. This is primarily due to the nature of the telecom equipment market, which is predominantly Business-to-Business (B2B) with only a few service providers as major buyers. Procurement decisions by service providers are based on commercial and technical considerations. Some PLI beneficiary companies were unable to secure adequate supply orders and , therefore, did not undertake the planned investments for creation of manufacturing capacity. Details of the companies that missed investment targets as of March 31, 2025, are furnished at Annexure-IV.
