Parliament Question: PLI Scheme in Madhya Pradesh

GOVERNMENT OF INDIA MINISTRY OF FOOD PROCESSING INDUSTRIES LOK SABHA UNSTARRED QUESTION NO. 720 ANSWERED ON 23RD JULY, 2026 PLI SCHEME IN MADHYA PRADESH 720. SHRI GANESH SINGH: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) the number of projects approved and the investment realised under Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) in Madhya Pradesh along with the employment generated therefrom; (b) whether the Ministry has identified the Satna-Vindhya region as a potential agri-food processing cluster considering its production of tomato, onion and other horticultural crops and if so, the details thereof; (c) whether proposals for integrated processing, value-addition, cold-chain and food preservation infrastructure in the region are under consideration and if so, the details thereof; and (d) the steps being taken to promote Farmer-Producer Organisations (FPOs), food processing Micro, Small and Medium Enterprises (MSMEs) and export-oriented value chains in Madhya Pradesh under the vision of Viksit Bharat, 2047? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH) (a): Under the Production Linked Incentive Scheme for Food Processing Industry (PLISFPI), 10 manufacturing units of approved applicants have been established in Madhya Pradesh. Approved applicants have reported actual investment of ₹657.69 crore against committed investment of ₹468.15 crore and generation of 21,281 direct and indirect employment opportunities in the State. The investments have also resulted in creation of additional food processing capacity of 1.42 lakh metric ton per annum (LMTPA). (b): The Ministry of Food Processing Industries is implementing Operation Greens, a component of the Pradhan Mantri Kisan Sampada Yojana (PMKSY). Under the Operation Greens Scheme, Satna has been identified as one of the production clusters for Carrot. Further, various regions of Madhya Pradesh have been identified as production clusters for fruits such as Kinnow, Amla and Guava and vegetables such as Tomato, Onion, Potato, Beans, Gourds, Carrot, Cauliflower, Okra, Green Peas, Ginger and Garlic. (c): Under the Operation Greens Scheme, the Ministry has approved one Integrated Value Chain Development Project in Dhar district of Madhya Pradesh, which is operational and has benefited about 2,000 farmers. Dhar district has been identified as a production cluster for Guava, Gourds, Ginger and Garlic. Further, under the Scheme for Creation of Infrastructure for Agro Processing Clusters (APC), a component scheme of the Pradhan Mantri KisanSampada Yojana (PMKSY), three projects have been approved in Madhya Pradesh, namely M/s Nimar Agro Park (Barwani), M/s Bharti Agro Cluster (Betul) and M/s Prashun Foods Pvt. Ltd. (Dhar), for creation of modern food processing infrastructure based on the cluster approach. (d): Under the Operation Greens Scheme, one Farmer Producer Organisation (FPO) has been linked to the processing hub established in Dhar district of Madhya Pradesh. Further, under the PM Formalisation of Micro Food Processing Enterprises (PMFME) Scheme, 35% credit-linked capital subsidy (maximum ₹10 lakh per unit) is provided for setting up new micro food processing enterprises and upgradation of existing units, including Farmer Producer Organisations (FPOs), thereby providing financial, technical and business support. The Scheme also provides 35% credit-linked assistance up to ₹3 crore for creation of Common Infrastructure by FPOs, Self Help Groups (SHGs), Cooperatives and Government agencies, enabling establishment of common processing, storage, packaging, testing and value addition facilities. To strengthen market access and exports, the Scheme provides Branding & Marketing support of up to 50% of the eligible project cost to groups of FPOs, SHGs and Cooperatives for development of common brands, packaging, labelling and quality standardisation. The Scheme is being implemented through the State Government under a demand-driven framework, strengthening FPO-led value chains, promoting entrepreneurship, technology upgradation and value addition, thereby contributing to the vision of Viksit Bharat 2047 by enhancing farmers' income, generating employment and improving the competitiveness of the food processing sector. In Madhya Pradesh, loans for 15,946 micro food processing enterprises, including 18 FPOs, have been sanctioned as on 30th June, 2026. In addition, under the Production Linked Incentive Scheme for Food Processing Industry (PLISFPI), eligible applicants are supported through performance-linked incentives on achievement of eligible incremental sales. The Scheme includes a dedicated category for MSMEs engaged in innovative and organic food products and provides financial incentives for Branding and Marketing Abroad, thereby promoting value addition and enhancing the global competitiveness of Indian food products. The Ministry is also implementing the Scheme for Creation of Infrastructure for Agro Processing Clusters (APC) under the Pradhan Mantri Kisan Sampada Yojana (PMKSY), which facilitates creation of modern food processing infrastructure and encourages establishment of food processing units through a cluster-based approach. *****
