SMT ANITA NAGARSINGH CHOUHAN Will the Minister of Agriculture and Farmers Welfare कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) the total number of beneficiary farmers registered under the Pradhan Mantri Kisan Samman Nidhi Yojana, in Madhya Pradesh particularly Ratlam, Jhabua and Alirajpur districts, district-wise; (b) whether the attention of the Government has been drawn towards the large number of eligible farmers' applications in the above tribal-dominated districts which are pending due to various technical reasons (such as errors in Aadhaar seeding, e-KYC or land record matching); (c) if so, the number of applications currently pending in the said districts separately and in the State; (d) the steps being taken by the Government to address these technical hurdles; and (e) whether the Government is planning to organise special "improvement camps'' for the farmers of these remote areas so that they can continue to get the benefits of the said scheme ? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI BHAGIRATH CHOUDHARY) (a): The PM-KISAN scheme is a central sector scheme launched in February 2019 by the Hon’ble Prime Minister to supplement the financial needs of farmers with cultivable land-holding. Under the scheme, a financial benefit of ₹ 6,000/- per year is transferred in three equal instalments, into the Aadhaar seeded bank accounts of farmers through Direct Benefit Transfer (DBT) mode. Under the PM-KISAN Scheme, cultivable landholding is primary eligibility criteria to receive benefit of the Scheme subject to certain exclusions relating to higher economic status. A farmer-centric digital infrastructure has ensured the benefits of the scheme reach all the farmers across the country without involvement of any intermediaries. Maintaining absolute transparency in registering and verifying beneficiaries, the Government of India has disbursed over ₹ 4.09 lakh Cr. through 21 installments since inception of the Scheme. District-wise details of beneficiaries in Madhya Pradesh, who received the benefit of scheme during the release of 21st instalment are at Annexure - I. (b) to (e): PM-KISAN is an entitlement based scheme with benefits reaching the beneficiaries based on verified data provided by States and UTs through the PM-KISAN portal. The registration of farmers and their verification under the Scheme is an ongoing process. The farmers can register themselves through PM-KISAN Portal and CommonService Centers (CSCs). All such applications are approved by the concerned States/UTs after due verification. Once it is approved by the State/UTs, benefit is processed immediately by the Department and the same is released in the subsequent instalment. To ensure that the benefits are provided only to the eligible beneficiaries, the following has been made mandatory:- (i) Land seeding was made mandatory during the release of the 12th instalment of the scheme (August 2022 onwards) to ascertain that the beneficiary is actual landowner of the cultivable land. (ii) Aadhaar-based payment was made mandatory from the 13th instalment (December 2022 onwards) onwards for timely transfer the benefits directly to the beneficiary's account without any errors and also to ensure that the benefits are paid to the actual beneficiary. (iii) e-KYC was made mandatory from the 15th instalment (August 2023 onwards) to ensure the authenticity of beneficiaries and to confirm that the eligible beneficiary whose Aadhaar has been uploaded is the actual recipient of the scheme benefits. Though, primarily it is the mandate of the States to ensure completion of these mandatory requirements of all eligible beneficiaries, Department of Agriculture and Farmers Welfare has taken several initiatives to ensure completion of mandatory requirements by PM-KISAN beneficiaries:-  e-KYC saturation campaigns were conducted with the support of CSCs. Over 5 lakh Common Service Centres (CSCs) have been onboarded to facilitate registrations and meet mandatory requirements, including eKYC.  Face Authentication–based e-KYC facility was added to the PM-KISAN mobile app, in June 2023 enabling beneficiaries to complete their e-KYC from home as well as perform e-KYC for up to 100 other farmers. This facility has specially helped old age beneficiaries and also the beneficiaries who live in remote areas, to complete their eKYC.  Under the scheme, through regular review meetings with States/UTs have also been pursued to ensure completion of mandatory requirements by beneficiaries i.e. land seeding, Aadhaar-linked bank accounts, and eKYC in coordination with CSCs, IPPB and banks.  Village Nodal Officers are appointed by the respective State/UTs to address farmers' issues and around 1.0 Lakhs VNOs covering over 4.0 lakhs villages, have been designated at village level to assist the farmers in completing their mandatory formalities. They can verify the land details of farmers and complete e- KYC of farmers.  A voice-based PM-KISAN AI Chatbot (Kisan e-Mitra) was developed by the Government. This Chatbot provides quick, accurate, and clear responses to farmers' queries round the clock in their native languages, making the system more accessible and userfriendly. It is accessible on all platforms such as web, mobile, etc. The Kisan eMitra Chatbot currently operates in 11 languages— English, Hindi, Odia, Tamil, Bengali, Malayalam, Gujarati, Punjabi, Kannada, Telugu, and Marathi. This Chatbot also provides information to farmers for completing their mandatory requirements. With these efforts, during the release of 21st instalment of PM-KISAN in November 2025, 9.35 Crore beneficiaries, who have completed their mandatory requirements, have received the benefit.Further, in order to expand coverage and to ensure that no eligible farmers are left out from the Scheme, the Government of India time to time undertakes saturation drives in coordination with the State Governments. A major nationwide saturation drive was undertaken from 15th November 2023 under the Viksit Bharat Sankalp Yatra (VBSY), during which, more than 1.0 Cr. farmers were included under PM-KISAN. Further, under the new Government’s 100 days initiative, over 25 lakh eligible farmers were added under the PM-KISAN scheme. Additionally, a special drive was conducted in September 2024 to clear the pending self-registration cases, which resulted in the addition of over 30 lakh new farmers.
