Parliament Question: PM-KUSUM and PM-SGMBY in Tamil Nadu

THIRU D M KATHIR ANAND Will the minister of new and renewable energy be pleased to state: (a) the total number of sanctioned and completed proposals under Pradhan Mantri-Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) and Pradhan Mantri-Surya Ghar Muft Bijli Yojana (PM-SGMBY) in Tamil Nadu and particularly in Vellore Lok Sabha Constituency; (b) the total number of farmers benefited under PM-KUSUM and the total number of households benefited under PM-SGMBY in the country, State-wise including Tamil Nadu; (c) the steps taken by the Government to ensure that last mile coverage of PM-KUSUM and PM-SGMBY schemes; and (d) the various steps taken by the Government to develop and increase solar power generation in Tamil Nadu? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) The PM KUSUM Scheme is a demand-driven scheme, and capacities are allocated based on the demand raised by the state and milestones achieved. State Implementing Agencies (SIA) are empowered for beneficiary selection and further implementation of the scheme at district level. The Ministry does not allocate special targets for the constituency/districts under this scheme. The progress under PM-KUSUM scheme in Tamil Nadu state and Vellore lok sabha constituency is placed at Annexure-I. PM Surya Ghar Muft Bijli Yojana (PMSG:MBY) is being implemented since February 2024 with an aim to achieve rooftop solar (RTS) installations in one crore households in the residential sector by FY 2026-27. It is a demand driven scheme wherein all residential consumers in the country, having grid connected electricity connection of the local DISCOM can avail the benefits of the scheme, for installation of RTS systems, by applying on the National Portal of the scheme. Under PMSG:MBY, since its launch in February 2024, as on 19.03.2026, a total of 70,535 no. of households have benefitted in Tamil Nadu including 967 households in Vellore district. (b) The State/ UT-wise number of beneficiaries under PM-KUSUM scheme and PM-SGBY, including for the state of Tamil Nadu is placed at Annexure-II. (c) For ensuring effective implementation and coordination with the states for both the scheme, the Ministry conducts periodic review and handholding meetings with the implementing states/ SIAs. Ministry carries out several review meetings, capacity building workshops and public awareness programs throughout the country, latest of which are:• Regional Workshops on Renewable Energy • Bankers Conclave 2025 during February 2025 • Review meeting with States during September 2025 • Capacity Building workshops in Seva Parv (17th Sept – 2nd Oct 2025) • Creating awareness about the scheme, through awareness and outreach program such as print advertising in leading newspapers, TV commercials campaigns, Radio campaigns across FM stations including regional channels, etc., in the country. • Regular monitoring of the progress of the scheme at different levels including with states/DISCOMs. • Availability of collateral-free loan from nationalized banks at a concessional interest rate Further, to ensure last mile coverage and increase adoption of PMSGY, the Ministry has taken the following measures: • Online process from application to disbursal of subsidy directly into the bank account of the residential consumer through the National Portal. • Simplified the regulatory approval process by waiving technical feasibility requirement and introducing auto load enhancement upto 10 kW. • Net metering agreement has been made part of application in the National Portal. • Simplified process for registration of vendors to ensure sufficient and qualified vendors are available. • Established grievance redressal mechanism for timely resolution of grievances. A Call Centre with telephone number 15555 is operational in 12 languages. • Further, MNRE and REC ltd., as the National Programme Implementing Agency (NPIA), for PMSG: MBY, work in close coordination with all the DISCOMs, for effective implementation of the scheme. (d) The Government of India has taken several steps and initiatives to promote and accelerate solar energy capacity in the country, including the State of Tamil Nadu. West Bengal 1,415 Total 32,38,992Annexure-III referred to in reply to part (a) of Lok Sabha Unstarred Question No. 5414 for 25.03.2026 The details of several steps and initiatives to promote and accelerate solar energy capacity in the country, including the State of Tamil Nadu is as follows: • Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar, Wind, Wind-Solar Hybrid and Firm & Dispatchable Renewable Energy (FDRE) projects have been issued. • To boost RE consumption, Renewable Purchase Obligation (RPO) followed by Renewable Consumption Obligation (RCO) trajectory has been notified till 2029-30. The RCO which is applicable to all designated consumers under the Energy Conservation Act 2001 will attract penalties on non-compliance. RCO also includes specified quantum of consumption from Decentralized Renewable Energy sources. • Foreign Direct Investment (FDI) has been permitted up to 100 percent under the automatic route. • Schemes such as Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM- KUSUM), PM Surya Ghar Muft Bijli Yojana, National Programme on High Efficiency Solar PV Modules, New Solar Power Scheme (for Tribal and PVTG Habitations/Villages) under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Dharti Aabha Janjatiya Gram Utkarsh Abhiyan (DA JGUA), have been launched. • Scheme for setting up of Solar Parks and Ultra Mega Solar Power projects is being implemented to provide land and transmission to RE developers for installation of RE projects at large scale. • Waiver on Inter State Transmission System (ISTS) charges for renewable energy projects including green hydrogen projects, with certain timelines and conditions. • Laying of new transmission lines and creating new sub-station capacity has been funded under the Green Energy Corridor Scheme for evacuation of renewable power. • Quality Control Orders for Solar Photovoltaic products (i.e., Solar PV Modules, Solar PV Inverters & Storage Battery) and Solar Water Heating systems notified. • Issued National Framework for promoting & developing Energy Storage Systems. • Issued Guidelines for Resource Adequacy Planning Framework for India. • Electricity (Rights of Consumers) Rules, 2020 has been issued for net-metering up to five hundred Kilowatt or up to the electrical sanctioned load, whichever is lower. • Standard & Labelling (S&L) programs for Solar Photovoltaic modules and Grid-connected Solar Inverters have been launched.• To augment transmission infrastructure needed for steep RE trajectory, transmission plan has been prepared till 2030. • “The Electricity (Late Payment Surcharge and related matters) Rules (LPS rules) have been notified. • Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules, 2022, notified on 06th June 2022 with objective of ensuring access to affordable, reliable, and sustainable green energy for all. Green Energy Open Access is allowed to any consumer with contract demand of 100 kW or above through single or multiple single connection aggregating Hundred kW or more located in same electricity division of a distribution licensee. • Green Term Ahead Market (GTAM) has been launched to facilitate sale of Renewable Power through exchanges. • Government has issued orders that power shall be dispatched against Letter of Credit (LC) or advance payment to ensure timely payment by distribution licensees to RE generators.
