639. SHRI RAJIV PRATAP RUDY WILL THE MINISTER OF NEW AND RENEWABLE ENERGY BE PLEASED TO
STATE:
(a) the current status of implementation of Pradhan Mantri-Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM) under the three distinct operational components to achieve comprehensive agricultural de-dieselisation across the country;
(b) the total number of decentralized solar plants set up, off-grid solar pumps deployed and grid-connected pumps solarised across the country, State/UT-wise;
(c) the specific progress achieved, number of solar pumps commissioned and aggregate clean energy generated under these frameworks in the State of Bihar particularly in Saran;
(d) the structural specifications of the digital tools deployed including the centralized integration portal and Remote Monitoring Systems (RMS) to track real-time generation parameters; and
(e) the measures taken by the Government to streamline central financial assistance releases and fast-track power purchase agreement executions between farmers and local power distribution companies? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK)
(a) to (b) The PM-KUSUM scheme has been implemented with the objective to provide energy security, de-dieselisation of the agriculture sector and enhancing income of farmers. The installation of solar pumps under Component B of the scheme, has contributed towards replacement of diesel pumps and de-dieselization of the farm sector.
The implementation timeline of PM KUSUM scheme is extended till 31.03.2027 for all components of the scheme. The State/UT wise progress, including Bihar, under PM KUSUM is placed at Annexure-I.
(c) Based on the demand received from the State, total of 1,40,300 pumps are allocated for solarization under Component C (Feeder Level Solarization) to the state of Bihar. As reported by state implementing agencies (SIAs), total of 4570 pumps are solarized till 30.06.2026, out of which 702 pumps are solarized in Saran.
(d) To monitor solar assets under all different components of PM-KUSUM scheme, the Ministry has developed Centralized Solar Energy Data Management (SEDM) Platform supported by State-level Remote Monitoring Systems (RMS). The structural specifications of
the digital tools include: • Three-tier Digital Architecture • Remote Monitoring System (RMS)• Communication Architecture • Cyber Security Features • Real-time Generation Parameters • Centralized Integration Portal
(e)The Ministry has taken several proactive steps for accelerating the implementation of the scheme and release of CFA, which inter-alia includes: • Simplification of scheme guidelines in January 2024 • Inclusion of all Components under Agriculture Infrastructure Fund for easy access to low cost financing to farmers • Addressing land and other technical bottlenecks through, online portal development, creation of land bank, land lease rent etc.
• Regular reviews with SIAs to expedite the installation of sanctioned capacities and pumps across the country. • Simplifications of formats for release of CFA • Extending implementation timelines till March 2027.
