* Component A: Procurement Based Incentive (PBI) is provided to DISCOMs at 40 paise/kWh or Rs.6.60 lakhs/MW/year (whichever is lower) for five years; no CFA under this component.
* Component B & C: CFA of 30% of benchmark cost or tender price (whichever is lower) is provided, with higher CFA (50%) for North Eastern States, Jammu & Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Lakshadweep and A & N Islands.
* States/UTs should provide at least 30% financial support; balance from beneficiary. Component B & C can be implemented without State share of 30%, The Central Financial Assistance will continue to remain 30 and rest 70 will be borne by the farmer.
* Component C (Feeder Level Solarization): CFA of Rs 1.05 Crore per MW (Rs 1.75 Cr per MW for NER Hilly Islands) is provided; no mandatory state/UT financial support required. Feeder solarization can be implemented in CAPEX or RESCO mode.

STATE:
(a) the details of number of farmers applied for assistance and those who received benefits
under the Pradhan Mantri-Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) in
Dungarpur-Banswara and Pratapgarh under the Banswara Lok Sabha Constituency of
Rajasthan during the Financial Year 2024-2025;
(b) whether the eligible farmers in Banswara Lok Sabha Constituency have been deprived of
the benefits thereunder despite depositing their share as required under PM-KUSUM and if so,
the details thereof;
(c) whether only less than two percent of the farmers have been benefited under the said
Mahabhiyan and if so, the details of efforts made by the Government to resolve this issue;
(d) whether the Government proposes to provide the entire cost as subsidy under PM-KUSUM
to the poor farmers belonging to SC/ST category and if so, the details thereof; and
(e) whether the Government proposes to organize special camps to provide benefits of this
mahabhiyan and if so, the details thereof?

(a) PM-KUSUM is a demand driven scheme. The capacities are allocated based on demand
received from the States/UTs. Implementation, including selection of beneficiaries is the
responsibility of State Implementing Agencies (SIAs). As reported by SIAs, the number of
farmers who applied and those who received benefits under PM KUSUM scheme for
Dungarpur-Banswara and Pratapgarh under the Banswara Lok Sabha Constituency are as

(b) No Sir. SIAs have reported that all willing and eligible farmers who have applied for the
scheme and deposited their farmer share in Banswara Lok Sabha Constituency have benefited
under the PM-KUSUM scheme.
(c) As reported by SIAs, the total number of farmers already benefited through
installation/solarization of agriculture pumps under PM KUSUM, as of 30.06.2025, is
14,39,060, out of total sanctioned 49 lakh pumps in the scheme. The state-wise details are
placed at Annexure I.
(d) Under the PM KUSUM Scheme, Central Financial Assistance (CFA) is granted to all
eligible applicants including SC/ST farmers. The details of CFA provided under PM KUSUM
are attached at Annexure II.
(e) In order to increase awareness about the Scheme and beneficiary participation in the
scheme, MNRE is conducting extensive IEC & outreach activities. The list of a few capacity
building workshops and public awareness programs carried out for the implementation of PM
