In response to Lok Sabha Unstarred Question No. 637 asked by Shri Gaurav Gogoi and answered on 03.12.2025, the Minister of State in the Ministry of Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, stated that Mission Karmayogi, the National Programme for Civil Services Capacity Building (NPCSCB), was approved in September 2020 for role-based capacity building of government employees. The Capacity Building Commission (CBC) and Karmayogi Bharat (Special Purpose Vehicle) have been constituted to serve as the think tank and custodian of the iGOT platform. Mission Karmayogi guidelines have been issued for role clarity. Over 1.41 crore users are onboarded on the iGOT Karmayogi platform, which hosts over 3,700 courses. 735 courses are in Hindi and 544 in other Indian languages. The Cabinet Secretariat Coordination Unit (CSCU), headed by the Cabinet Secretary, is responsible for monitoring and evaluating the implementation of Mission Karmayogi.

Will the PRIME MINISTER be pleased to state:
(a) the current status of the Prime Minister’s Public Human Resource Council (PMHRC);
(b) whether the Council has been formally notified and if so, the date of notification,
composition and its defined mandate and if not, the reasons for the delay and the proposed
timeline for its constitution; and
(c) whether any meetings or preparatory consultations relating to the PMHRC have been
held since 2020 and if so, the details along with the dates and key outcomes?

(a) to (c) : Mission Karmayogi, the National Programme for Civil Services Capacity Building
(NPCSCB) was approved by the Government of India in September 2020 for role based
capacity building of all government employees. Capacity Building Commission (CBC) and
Special Purpose Vehicle – Karmayogi Bharat have been constituted as the think tank for
capacity building initiatives and as the custodian of the iGOT platform respectively, under
the Mission. Mission Karmayogi guidelines have also been issued for role clarity amongst all
stakeholders. Presently, more than 1.41 crore users have been onboarded onto the iGOT
Karmayogi platform, and the platform hosts over 3,700 courses across domain, functional
and behavioral competencies. Courses are also available in Indian languages, including 735
in Hindi and 544 in other Indian languages; enabling wider accessibility and alignment with
regional capacity building requirements. The monitoring and evaluation of the
implementation of Mission Karmayogi is being done by the Cabinet Secretariat Coordination
Unit (CSCU) headed by Cabinet Secretary.
