GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 459 ANSWERED ON 02.02.2026 PM-SETU SCHEME FOR CHHATTISGARH 459. SHRI BRIJMOHAN AGRAWAL: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the details of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) Scheme; (b) the details of the status of the Skill India Mission in upgrading Industrial Training Institutes (ITIs) across the country; (c) the details of the number of ITIs in Chhattisgarh that have been modernized or partnered with industry leaders; (d) the details of the status of the Government and private ITIs in Chhattisgarh, including their infrastructure and instructor vacancies; (e) whether there has been any proposal to upgrade Government ITI with new trades related to electronics, robotics, solar energy or aviation etc., if so, the details of the status thereof; (f) the details of the steps taken/being taken to improve industry apprenticeships for ITI graduates from Chhattisgarh; and (g) the details of the National Skill Training Institute along with the list of all such institutes in the country and whether there has any formal plan to setup such institute in Chhattisgarh? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) & (b) The Cabinet has approved the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM SETU) scheme to enhance the overall quality and relevance of vocational training in the country. The key objectives of the scheme are: i. To improve the quality of training delivery inIndustrial Training Institutes (ITIs) and National Skill Training Institutes (NSTIs); ii. To modernize infrastructure and equipment as per industry standards; iii. To introduce industry-aligned long-term and short-term courses, especially in new and emerging sectors; iv. To strengthen industry linkage for demand-driven skilling and better employment outcomes; andv. To enhance the capacity of National Skill Training Institutes (NSTIs) for training of trainers. The scheme comprises of two components: i. Component I – Upgradation of 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model, wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs. ii. Component II – Capacity Augmentation of five NSTIs located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana, including setting-up sector-specific National Centres of Excellence for skilling, with focus on advanced training of trainers with global partnership. As per the Cabinet approval, the selection of ITIs under PM-SETU will be led by the respective State/UT Governments in consultation with industry, ensuring alignment with emerging skill needs and local industrial potential. Accordingly, States/UTs are required to submit proposals for upgradation in collaboration with industry partners. So far, 25 States/UTs have constituted their State Steering Committees led by Chief Secretary of the State and 10 States/UTs have floated their proposal for inviting the interest of industry.However, no industry proposal has been forwarded by SSC for approval of National Steering Committee. (c) As part of the scheme guidelines Request For Proposal (RFP) is to be issued by States to invite the interest of industry under PM-SETU.Notable progress has been made by State of Chhattisgarh, in modernizing Industrial Training Institutes (ITIs) and strengthening industry partnerships under Government of India schemes. Under the Model ITI scheme, Government ITI Bhilai has been upgraded in collaboration with Bhilai Steel Plan. In addition, 42 ITIs across the State have been upgraded under the Public–Private Partnership (PPP) scheme of the Government of India. (d) The details of the status of the Government and private ITIs in Chhattisgarh, including their infrastructure and instructor vacancies is placed at Annexure I. (e) Under the PM-SETU scheme no proposal has been received from the state governments to upgrade Government ITI. However, DGT has introduced 31 new age courses under CTS including new trades related to electronics and solar energy. List of these new age courses and number of ITIs and NSTIs running these courses are given in Annexure II. (f) To improve industry apprenticeship opportunities for ITI graduates from Chhattisgarh, the Government has undertaken several measures under the National Apprenticeship Promotion Scheme (NAPS) as follows: i. ITI graduates from the State are covered under the National Apprenticeship Promotion Scheme (NAPS), which provides financial incentives to establishments towards stipend support (a partial stipend support limited to 25% of stipend paid through DBT, up to a maximum of Rs.1,500 per month, per apprentice during the training period), thereby encouraging greater engagement of apprentices by industry.ii. Continuous efforts are being made to expand industry participation by onboarding MSMEs, PSUs and large establishments operating in Chhattisgarh through PM National Apprenticeship Melas (PMNAMs), awareness programmes, employer meets and facilitation by the Regional Directorates of Skill Development & Entrepreneurship (RDSDEs). iii. Further, apprenticeship processes have been simplified and fully digitised through the Apprenticeship Portal, covering establishment registration, apprentice engagement, contract generation and monitoring, thereby reducing compliance burden and improving ease of participation for both industries and ITI pass-outs. iv. In addition, industries are encouraged to offer apprenticeship training in optional trades and emerging skill areas relevant to local and regional economic activities, increasing the relevance of apprenticeship training for ITI graduates from the State. v. A total of 21,070 apprentices have been engaged in the State of Chhattisgarh, of which 11,557 are ITI graduates under NAPS-2 i.e., FY 2022-23 to FY 2025-26 (Upto December 2025). (g) The State Government of Chhattisgarh has been requested to provide land areaof 10 acre for establishment of an NSTI at Raipur, Chhattisgarh. The response from the State Government is awaited.
