GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY LOK SABHA UNSTARRED QUESTION NO. 1768 ANSWERED ON 29.07.2026 PM-SGMBY IN BIHAR 1768. SHRI AJAY KUMAR MANDAL Will the minister of new and renewable energy be pleased to state: (a) the total number of domestic consumers registered under the Pradhan Mantri-Surya Ghar: Muft Bijli Yojana (PM-SGMBY) since its launch and the number of households where rooftop solar panels have been installed thereunder in Bhagalpur district of Bihar; (b) the total amount of subsidy approved, released and utilized by the Government for rooftop solar installations and agricultural feeder solarisation in the State of Bihar during the last three years and the current financial year; (c) whether the Government has received any complaints regarding delays in the sanction of bank loans or the installation of substandard equipment by vendors under the Scheme; and (d) if so, the details thereof and the corrective measures taken by the Government to safeguard the interests of consumers? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) & (b) The PMSG: MBY is a demand-driven scheme wherein all residential consumers in the country including the state of Bihar, having a grid-connected electricity connection with the local DISCOM, can avail the benefits of the scheme, for installation of rooftop solar (RTS) systems by applying on the National Portal (www.pmsuryaghar.gov.in) of the scheme. Under the scheme, since its launch in February 2024, a total of 87,787 applications have been received, 24,238 RTS systems have been installed, benefitting 24,970 households, and an amount of Rs. 161.76 crore has been released as Central Financial Assistance (CFA) in the state of Bihar, as on 27.07.2026. In the Bhagalpur district of Bihar a total of 2,767 applications have been received, 1144 RTS systems have been installed, benefitting 1144 households, and an amount of Rs. 7.75 crore has been released as CFA under the scheme, as on 27.07.2026. (c) & (d) The Ministry of New and Renewable Energy (MNRE) has received several complaints regarding delays in the sanction of bank loans and also for the installation of substandard equipment by vendors under the scheme. Such complaints are taken up with the concerned Banks/Department of Financial Services (DFS) and vendors for resolution and to safeguard the interests of consumers under the scheme, the Ministry has taken the following measures: • Prescribed minimum technical specifications and standards for solar modules, inverters, and other balance of plant components. • The RTS installations are inspected by local DISCOM officials. • The vendors have to mandatorily maintain the RTS plant installed by them for a period of 5 years from the date of commissioning. • Third-party assessment of RTS installations of at least 1% of installed systems on a pan-India basis is being conducted to ensure the quality of installations • Only registered vendors are eligible to install RTS under the scheme. • Capacity building and training programmes being conducted for creating skilled manpower. • Regular monitoring of the progress of the scheme at different levels including with states/ DISCOMs/ Banks. • Established grievance redressal mechanism for timely resolution of grievances.
