GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY LOK SABHA UNSTARRED QUESTION NO. 3912 ANSWERED ON 12.08.2026 PM-SGMBY IN ODISHA 3912. SHRI PRADEEP PUROHIT Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the number of households benefited under the Pradhan Mantri-Surya Ghar Muft Bijli Yojana (PM-SGMBY) till date in Odisha, district-wise particularly in Bargarh and Jharsuguda; (b) the details of Central Financial Assistance (subsidy) released under the scheme in Odisha during the last two years, district-wise; (c) whether the Government proposes to extend rooftop solar benefits under the scheme to Government residential premises, offices, educational institutions, panchayat buildings, hospitals and other public buildings and if so, the details thereof; (d) the total electricity generated and the estimated savings in electricity consumption and electricity bills by beneficiary households during the last two years in Odisha including Bargarh and Jharsuguda; and (e) the steps taken by the Government to accelerate implementation of the scheme in Odisha particularly in rural and aspirational districts including Bargarh and Jharsuguda along with the targets fixed for the next two years? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) & (b) Under PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY), since its launch in February 2024, a total of 3,08,894 applications have been received, 1,63,811 rooftop solar (RTS) systems have been installed, benefitting 1,64,903 households and an amount of Rs. 746.67 crore has been released as Central Financial Assistance (CFA) in the State of Odisha, as on 07.08.2026. The district-wise details including for the Bargarh and Jharsuguda districts are placed at Annexure. (c) Saturation of Government buildings by installation of rooftop solar is one of the components of the PMSG: MBY. Detailed guidelines in this regard providing various implementation models and allocating Central Public Sector Enterprises (CPSEs) with experience in deployment of renewable energy technologies to assist Central Ministries & States/UTs in deploying rooftop solar on their buildings, have been issued. However, no Central Financial Assistance (CFA) is available for government buildings as installation of rooftop solar plants is financially viable for them even without CFA. (d) During a normal sunny day a standard 1 kWp rooftop solar plant in the country, is estimated to generate 3 to 4 kWh of electricity. The electricity bills of the consumers in the state of Odishaincluding Bargarh and Jharsuguda districts with RTS systems installed under the scheme, have been largely reduced and over 37,678 beneficiaries have been reported by DISCOMs of Odisha, to receive zero electricity bill after installation of RTS systems under the scheme during any month/billing period, depending on their self-consumption of electricity. (e) The PMSG: MBY is a demand-driven scheme and there is no state wise allocation of targets made under the scheme. To accelerate implementation of the scheme in Odisha particularly in rural and aspirational districts including Bargarh and Jharsuguda the Ministry of New and Renewable Energy (MNRE) has taken several steps including the following: • Simplified process for registration of vendors to ensure sufficient and qualified vendors are available. • Simplified the regulatory approval process by waiving technical feasibility requirement and introducing auto load enhancement upto 10 kW. • Net metering agreement has been made part of application in the National Portal eliminating the need for separate agreement. • Capacity building and training programmes being conducted including for DISCOM officials. • Regular monitoring of the progress of the scheme at different levels including with states, DISCOMs and Banks. In addition, regional review meetings are being conducted from time to time. • Availability of collateral-free loan from nationalized banks at a concessional interest rate of repo-rate plus 50 bps, i.e., 5.75% per annum for the present, with a tenure of 10 years. The loan can be applied on National Portal itself with integration of JanSamarth portal. • Established grievance redressal mechanism for timely resolution of grievances. A Call Centre with telephone number 15555 is operational in 12 languages. • Creating awareness about the scheme, through awareness and otreach program such as print advertising in leading newspapers, TV commercials campaigns, Radio campaigns across FM stations including regional channels, etc., in the country. • Sanctioned installation of 1.50 lakh RTS systems under Utility Led Aggregation Model.
