Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) the progress made under Pradhan Mantri-Surya Ghar Muft Bijli Yojana (PM-SGMBY)
including the number of rooftop solar installations completed and those under implementation
so far in Tamil Nadu, district-wise;
(b) the feed-in tariff applicable for the electricity generated under said scheme in Tamil Nadu
and whether it is being implemented through net metering or gross metering models and if so,
the details thereof;
(c) whether the Government has identified any implementation challenges or bottlenecks
specific to Tamil Nadu such as delays in DISCOM approvals, lack of vendor availability or
awareness gaps;
(d) if so, the measures being taken by the Government to accelerate adoption and ensure
effective implementation of the said scheme across rural and urban households in Tamil Nadu;
and
(e) the steps being taken by the Government to ensure timely implementation of the scheme in
Tamil Nadu including ease of application, grid connectivity and public awareness campaigns?

(a) The Ministry of New & Renewable Energy (MNRE) is implementing PM Surya Ghar: Muft
Bijli Yojana (PMSG: MBY) across the country since February, 2024. The scheme targets to
achieve rooftop solar installations in one crore households in the residential sector by providing
central financial assistance.
Till 24.07.2025, under the scheme, a total of 16,10,063 households have been benefitted from
rooftop solar installations across the country, this include 39,651 households in the state of
Tamil Nadu against 95,510 applications submitted in the National Portal. The district-wise
detail for the state of Tamil Nadu is given at Annexure.
(b) As per prevailing orders in the state of Tamil Nadu, the households installing rooftop
solar under PMSG: MBY are covered under net-metering mechanism, wherein the solar
power generated is adjusted against the electricity consumption of the household.
(c) to (e) The MNRE and REC Ltd., as the National Programme Implementing Agency (NPIA),
for PMSG-MBY, work in close coordination with all the State Implementing Agencies,
including that of state of Tamil Nadu, to identify the challenges, if any, and take necessary
measures for effective implementation of the PMSG: MBY. The measures taken in this regard
include the following:• Online process from registration to disbursal of subsidy directly in to the bank account of
the residential consumer through National Portal.
• Availability of collateral free loan from nationalized banks at concessional interest rate of
repo-rate plus 50 bps i.e. 6% per annum for the present with tenure of 10 years.
• Simplified the regulatory approval process by waiving technical feasibility requirement and
introducing auto load enhancement upto 10 kW.
• Simplified process for registration of vendors to ensure sufficient and qualified vendors are
available.
• Capacity building and training programmes being conducted for creating skilled manpower.
• Creating awareness about the scheme, through awareness and outreach program such as
print advertising in leading newspapers, TV commercials campaigns, Radio campaigns
across FM stations including regional channels, etc., in the country.
• Regular monitoring of the progress of the scheme at different levels including with
states/DISCOMs.
• Established grievance redressal mechanism for timely resolution of grievances. A Call
Centre with telephone number 15555 is operational in 12 languages.
In addition, the state of Tamil Nadu has, digitised the net-metering agreement, implemented
timebound inspection of rooftop solar installation and made provision to collect the fee and
charges in the first electricity bill after commissioning of rooftop solar plant.
