Road Construction Work in Uttar Pradesh

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the road construction work undertaken during the last
ten years under the Pradhan Mantri Gram SadakYojana
(PMGSY-III) in Jalalabad and Kalaw tehsils in
ShahjahanpurLokSabha Constituency of Uttar Pradesh is
unsatisfactory and of poor quality;
(b) whether many road accidents took place due to delay in
completion of the road as per the stipulated timeline;
(c) if so, the time by which the construction and repair work of the
said road is likely to be completed;
(d) whether such work has been pending for a long time, if so, the
steps/action taken by the Government against the guilty
officers or contractors;
(e) whether the Government has maintained any record of the
blacklisted contractors, if so, the details thereof;
(f) whether any action is likely to be taken by the Government
against such contractors who have further subcontracted the
work to ineligible contractors in ShahjahanpurLokSabha
Constituency of Uttar Pradesh, if so, the details thereof; and
(g) whether the Government has taken any steps to expedite the
completion of works under the PMGSY-III and if so, the details
thereof?

(a): Pradhan Mantri Gram SadakYojana (PMGSY-III) was launched
in the year 2019, for consolidation of 1,25,000 Km Through Routes
and Major Rural Links connecting habitations, inter alia, to Gramin
Agricultural Markets (GrAMs), Higher Secondary Schools and
Hospitals.
Page 1 of 3The State of Uttar Pradesh has been allocated 18,937.50 Km
under PMGSY-III and the entire length has been sanctioned to the
State. So far, 17,922.90 Km of road length has been completed
under PMGSY-III. The timeline for completion of the ongoing
projects under PMGSY-III is 31.03.2026
The Parliamentary Constituency wise data is not maintained in
the Ministry. However inShahjahanpur district, during the last ten
years i.e from March 2015 till 13.08.2025, a total of95 road works of
573.65 km length has beencompletedunder different verticals of
PMGSY.
Under PMGSY-III, a total of six (06) road works have been
completed in Jalalabad and Kalan Tehsils and one road work is in
progress as per the programme MIS. Various roads have undergone
requisite inspections at different stages of constructions under the
provisions of PMGSY guidelines. Out of the five road works
inspected in Jalalabad, three road works (UP:63164, UP 63137 & UP
63157) were given 'Satisfactory' gradings by the National Quality
Monitors (NQM). One road work (UP63153) was given Satisfactory
Required Improvement (SRI) and one road work (UP63158) was
given SRI as well as Unsatisfactory grading during inspections. The
Acton Taken Report (ATR) in one case (UP 63153) is awaited and in
another case (UP 63158), a satisfactory ATR is awaited from the
State.
In Kalan, one road package (UP63148) was inspected by the
NQM and was given 'Unsatisfactory' grading. A satisfactory Action
Taken Report (ATR) against this observation is awaited from the
State.
(b) & (c): PMGSY-III guidelines specify that safety aspects have to
be an integral part of road design during the preparation of Detailed
Project Reports (DPRs). It is mandated to undertake the design
stage road safety audit of all PMGSY-III roads, which are more than
5 km in length. As reported by the State, no road accidents have
been reported on any PMGSY road as a result of the delay in
completion beyond the stipulated timeline.
(d): The State Government has informed that completion of one
road under Package No. UP-63146 in Kalan was delayed due to
some damage caused during flooding in the River Ganga. Due to the
inordinate delay on the part of contractor, liquidity damage of Rs.
37000/- was levied on the contractor. The road under Package No.
UP-63137 in Jalalabad tehsil was delayed due to the illness of the
Page 2 of 3contractor, for which a liquidity damage amounting to Rs 5.83 lakh
was imposed on the contractor.
(e) & (f): The execution of the sanctioned works is the
responsibility of the concerned State Government including
enforcing the various penal provisions of the contract agreement.
Hence no centralized list is maintained at the Ministry level of
blacklisted contractors. The State Government has informed that
the list of blacklisted contractors is maintained at the State
headquarters of Public Works Department (PWD).
(g): The progress of implementation of rural roads under PMGSY is
regularly reviewed by way of Regional Review Meetings (RRMs),
Performance Review Committee (PRC) Meetings, Pre-
Empowered/Empowered Committee Meetings with the States. In
addition to this, special review meetings/monthly review meetings
are also held by Secretary/Additional Secretary/Joint Secretary,
Ministry of Rural Development with Chief Secretaries/Principal
Secretaries of the States. The Ministry of Rural Development has
taken following initiatives to ensure completion of the sanctioned
PMGSY Projects within the time-line prescribed in the programme
guidelines:
(i) The Operational Manual of the PMGSY has been amended to
ensure that all works sanctioned under scheme commence on
ground within 72days from the date of sanction.
(ii) States have been requested to augment executing capacity and
contracting capacity and their compliance in this regards is
regularly reviewed.
(iii) Bidding document provisions have been rationalized.
(iv) Training is being imparted to field engineers and contractors as
well as their staff for capacity building.
(v) The Ministry has engaged Central Public Sector Undertakings
(CPSUs) in some of the States to augment execution capacity of the
States.
(vi) The Ministry has also conducted number of Contractor’s
Outreach Programmes in the States to attract the Contractors in the
implementation of the programme.
(vii) Information Technology is being utilized for monitoring of the
progress of works.
Since the timeline of PMGSY III has been extended to March 2026
for ongoing works, the States, including Uttar Pradesh, have been
requested to review the progress in all such works on a regular
basis and expedite completion of the works.
