Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether it is a fact that the number of houses sanctioned and
constructed under Pradhan MantriAwasYojanaGramin (PMAY-
G) in Maharashtra varies from district to district, district-wise;
(b) if so, the number of houses sanctioned and constructed so far
in Yavatmal-Washim districts;
(c) the number of beneficiaries lying in the waiting list at present
and the number of those houses not have sanctioned so far in
Maharashtra, district-wise;
(d) whether the Government proposes to increase the number of
houses set to be constructed in Maharashtra under the said
scheme;
(e) if so, the time by which it is likely to be increased and the
steps taken so far in this regard;
(f) whether the Union Government is formulating any special plan
to provide funds, technical resources or administrative support
to the State Governments to achieve the set target;
(g) if so, the details thereof; and
(h) if not, the reasons therefor?

(a) to (e): The Ministry of Rural Development is implementing the
Pradhan Mantri Awaas Yojana - Gramin (PMAY-G) w.e.f. 1st April,
2016 to provide assistance to eligible rural households for the
construction of Pucca houses with basic amenities to achieve the
objective of "Housing for All" in rural areas. Under the PMAY-G, the
initial target was construction of 2.95 crore houses during FY 2016-
17 to 2023-24. The Government of India has approved the proposal
Page 1 of 4for implementation of the scheme for 5 more years during FY 2024-
25 to 2028-29 to provide assistance to 2 crore additional houses.
The existing beneficiary database of Maharashtra as per
SECC 2011 PWL and Awaas+ 2018 survey has already been
saturated through allocation of targets by the Ministry. The Ministry
has allocated a target of 43,70,829 houses to the state of
Maharashtra, against which the state has given sanctions to
40,82,626 beneficiaries and 13,80,724 houses have been completed
as on 24.07.2025. The Ministry allocates the targets to the State/UT
as a whole and District-wise/Block-wise/Gram Panchayat wise
targets are fixed by the State. The district wise detail of targets
fixed by the state, houses sanctioned and houses completed,
including Washim and Yavatmal districts, as of 24.07.2025, is at the
Annexure.
The Government of India has also approved the conduct of an
exercise for updating the Awaas+ List for identifying eligible rural
households using modified exclusion criteria under the scheme. In
line with the approval of the Government of India, a survey is being
conducted for the identification of additional eligible rural
households under the scheme. The household survey which started
on 27th December 2024, is being conducted as per the modified
exclusion criteria through Awaas+ 2024 Mobile App, which was
launched on 17.09.2024. The initial timeline of Awaas+ 2024
household survey was 31st March, 2025 which was extended till
30th April 2025 and 15th May 2025 for all States/UTs. Thereafter,
the States/UTs who requested for extension in timeline have been
granted additional time for completion of survey exercise. For the
State of Maharashtra, the extended timeline for completion of
survey is 31st July 2025.
(f) to (h): Under PMAY-G, the funding pattern for the North
Eastern States and Himalayan States of Uttarakhand,
Himachal Pradesh and Union Territory of Jammu and Kashmir (UT)
is 90:10 between Centre and State whereas for the rest of the
states, this ratio is 60:40 between Centre and State. For Union
Territories without legislature, 100% funding is borne by the Centre.
ln addition, PMAY-G provisions for administrative funds at 2%
of the programme funds with bifurcation of 0.30% retained at
central level and release of 1.70% to the States/UTs for meeting the
administrative expenses as per the Framework for Implementation
(FFl) of the PMAY-G.
Page 2 of 4Within this overall limit of 2% administrative funds, PMAY-G
also provisions additional administrative funds to the North Eastern
Region (NER) and Hill States from the central share of funds.
Further, up to 5% of the targets under PMAY-G, are reserved
for Special Projects. The Ministry allocates targets for Special
Projects on the basis of proposals received from States/UTs as per
the FFI of PMAY-G.
Further, the Ministry provides technical support to the State
Governments/UT Administrations in the following manner:
(i) End to end monitoring and tracking of transactional processes
through AwaasSoft MIS.
(ii) Android based mobile application- ‘Awaas+ App’ for inspection of
houses.The application empowers officials and citizens to capture
and upload geo-referenced time stamped photographs of the house
at various stages of construction thereby reducing time lags in
verification.
(iii) Provision for constitution of dedicated Programme Management
Unit (PMU) at State/District/Block level for implementation and
monitoring of PMAY-G.
(iv) Keeping in view the diverse landscape of different States/UTs,
PAHAL - A compendium of House Design Typologies has been
developed and is available on the website of PMAY-G.
(v) Regular review meetings and Regional Workshops are conducted
by the Ministry with the States/UTs regarding various facets of
PMAY-G including sharing of best practices.
