(a) the total number of houses sanctioned, grounded and completed in
Maharashtra, specifically in the Mumbai Metropolitan Region (MMR) and
Pune region under the Pradhan Mantri Awas Yojana - Urban (PMAY-U) as
on January, 2026;
(b) the details of the beneficiaries who have availed interest subsidy under
the Credit Linked Subsidy Scheme (CLSS) in Mumbai region;
(c) the status of the Affordable Rental Housing Complexes (ARHCs) scheme
in providing dignified living conditions to migrant workers in the industrial
belts of Mumbai, Thane and Raigad districts;
(d) the progress made under in-situ slum redevelopment projects undertaken
with Central support to make Mumbai slum-free; and
(e) the roadmap of the Government to utilise modern global housing
technologies under the Technology Sub-Mission to expedite construction
of affordable housing projects?

U IN MMR AND PUNE REGIONS”.
(a) & (b): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic
civic amenities to all eligible urban beneficiaries across the country.
PMAY-U is implemented through four verticals i.e., Beneficiary Led
Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum
Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS).
Based on the learnings from the experiences of implementation of PMAY-
U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing
for All’ Mission with effect from 01.09.2024 for implementation in urban
areas across the country to construct, purchase and rent a house by 1
crore additional eligible beneficiaries at affordable cost in next five years.
PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led
Construction (BLC), Affordable Housing in Partnership (AHP), Affordable
Rental Housing (ARH) and Interest Subsidy Scheme (ISS). The scheme
guidelines of PMAY-U 2.0 may be accessed at https://pmay-urban.gov.in.
Based on the project proposal submitted by States/UTs, a total of 122.28
lakh houses including 10.66 lakh under PMAY-U 2.0 have been sanctioned
by the Ministry, so far. Out of which 114.84 lakh houses have been
grounded and 97.02 lakh are completed/delivered to the beneficiaries
across the country as on 22.01.2026. Details of total number of houses
sanctioned, grounded and completed in Maharashtra, specifically in the
Mumbai Metropolitan Region (MMR) and Pune regions under the PMAY-U
including PMAY-U 2.0 as on 22.01.2026 is at Annexure.
The CLSS vertical of PMAY-U was implemented as a Central Sector
Scheme. CLSS for Middle Income Group (MIG) ended on 31.03.2021 and
CLSS for Economically Weaker Section/ Low Income Group (EWS/LIG)
ended on 31.03.2022. A total of 6.5 lakh beneficiaries have availed
interest subsidy under the CLSS in Maharashtra including approx 2.4 lakh
in Mumbai region.
(c): MoHUA had launched Affordable Rental Housing Complexes (ARHCs) as a
sub-scheme of PMAY-U to provide dignified living to urban migrants/ poor
near their workplace. This scheme is implemented through two models.
No proposal under ARHCs was received from the Government of
Maharashtra during the scheme period.
(d): Under ISSR vertical of PMAY-U, a total of 1.25 lakh houses has been
sanctioned in Mumbai region, out of which 1.24 lakh houses have been
completed, so far.(e): Under PMAY-U, a Technology Sub-Mission (TSM) was set up to facilitate
adoption of modern, innovative and green technologies and building
material for faster and quality construction of houses. Technology Sub-
Mission facilitates preparation and adoption of layout designs and building
plans suitable for various geo-climatic zones. It also assists States/ Cities
in deploying disaster resistant and environment friendly technologies.
Building upon progress of TSM, Technology & Innovation Sub-Mission
(TISM) under PMAY-U 2.0 supports innovative design and construction
practices, promote quality assurance and adopting green building
standards for sustainable housing in the country. TISM promotes adoption
of geo-climate–appropriate layout designs and building plans through
coordination with regulatory and administrative bodies for mainstreaming
modern construction technologies and materials. Projects under the
Mission encourage use of resource-efficient, climate-responsive, disaster-
resilient and eco-friendly materials and technologies, in line with
prevailing green building norms to enhance thermal comfort, reduce
energy consumption and minimize environmental impact.
