SHRI FLAMPRIT MANDAL: Will the Minister of CONSUMER AFFAIRS. FOOD AND PUBLIC DISTRIBUTION be pleased to state: (a): the number of beneficiaries in the States at the initial stage under the Pradhan Mantri Garib Jan Kalyan Anna Yojana, State-wise; (b): whether the number of beneficiaries are added/deleted every year under the said scheme; and (c): if so, the number of beneficiaries till date since the implementation of the said scheme, State-wise? ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA) (a) to (c): The National Food Security Act, 2013 (NFS A) provides coverage for a maximum of 81.35 Crore persons to receive the benefit of subsidized foodgrains under Targeted Public Distribution System (TPDS). Further, as per the obligations and provisions of the Act, inter-alia it is the responsibility of the States/UTs to identify maximum eligible beneficiaries/households as per criteria evolved by them for the inclusion and exclusion of beneficiaries under the Act and issue ration cards under Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) to the persons/households identified up to their respective ceiling limits of NFS A coverage. Clause 3(13) of the Targeted Public Distribution System (Control) Order, 2015, as amended by the TPDS (Control) Amendment Order, 2025, requires States and Union Territories to regularly review and update the list of eligible households and to ensure that mandatory e-KYC of all ration card holders is completed every five years. The review is a continuous process and focuses on deletion of ineligible households and Inclusion of eligible households.
