Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the total length of rural roads constructed under Pradhan
Mantri Gram SadakYojana (PMGSY) in Mizoram;
(b) whether there are delays in the construction of roads under
PMGSY due to land acquisition or difficult terrain, if so, the
details thereof;
(c) the details and total number of projects pending for
completion; and
(d) the steps taken by the Government to expedite them?

(a): Under various verticals of Pradhan Mantri Gram SadakYojana
(PMGSY), 367 road works of 4,935 Km length and 07 bridges, with
an estimated cost of Rs. 3,412.16 crore, have been sanctioned to
the State of Mizoram. Out of which, 345 road works of 4,638 Km
length have been completed with ₹ 2,736.65 crore (including State

(b): Rural Road is a State subject, and PMGSY is a one-time
special intervention of the Government of India to improve the Rural
Infrastructure through construction of all-weather roads. As per the
Programme guidelines, the responsibility to implement the
programme lies with the State Governments. As per programme
guidelines, the availability of land for the construction of roads
under the programme has to be ensured by the State Government at
Page 1 of 3the time of preparation of Detailed Project Reports (DPRs). A
certificate to the effect that land is available for execution of
projects is also to be furnished by the State Government at the time
of submission of proposals. The programme guidelines also do not
have provisions for providing funds for the acquisition of land for the
construction of roads under the programme
As per information received from the State Government,
construction of 02 road works of 33 km length in Lunglei District is
pending due to land acquisition, as these roads fall within the
riverine area, and the issue is pending with the State Forest
Department.
(c): The State has 5 roads of 3 km length pending under PMGSY-I
(started in the year 2000). The timeline for completion of PMGSY-I
works was 31.03.2025, and beyond this, the State need to complete
the balance works under PMGSY-I from the State funds. Under
PMGSY-III, the State has 17 roads of 272 km length & 7 bridges
pending for completion. The timeline for completion of PMGSY-III
works is extended up to 31.03.2026.
(d): As per PMGSY programme guidelines, execution of PMGSY
projects is the responsibility of the State Government within the
timeline of the scheme. However, the Ministry of Rural Development
has taken a number of initiatives to expedite completion of road
works sanctioned under PMGSY, some of which are given below:-
i. Programme is regularly monitored by way of Regional Review
Meetings (RRMs), Performance Review Committee (PRC)
Meetings and Pre-Empowered/ Empowered Committee
Meetings with the States.
ii. The State Governments are also regularly advised to convene
meetings with the concerned authorities to expedite matters
relating to land issues, forest clearances etc., to expedite
completion of works.
iii. States have been requested to augment execution capacity
and contracting capacity, and their compliance in this regard
is regularly reviewed.
iv. Training is imparted to field engineers and contractors, as well
as their staff, for capacity building.
v. The Ministry has also conducted a number of Contractor’s
Outreach Programmes in the States to attract the contractors
in the implementation of PMGSY projects.
