PMGSY IN ODISHA
*453. Shri Pradeep Purohit:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of roads constructed under the Pradhan Mantri Gram
Sadak Yojana (PMGSY) including Bargarh and Jharsuguda
districts of Odisha;
(b) the total length of roads constructed under the said scheme
during the last three years;
(c) the total number of villages connected through these roads
along with the total funds sanctioned and expenditure incurred,
block-wise;
(d) the details of works completed and ongoing under the said
scheme in the above districts; and
(e) whether any eligible villages in Bargarh and Jharsuguda
districts are still left without all-weather road connectivity, if so,
the details thereof and other steps taken by the Government to
provide road connectivity?

24.03.2026 REGARDING “PMGSY IN ODISHA”
(a): Pradhan Mantri Gram Sadak Yojana (PMGSY) is being
implemented by the Government of India since the year 2000 as a
one-time special intervention to provide rural connectivity, by way of
a single all-weather road, to the eligible unconnected habitations of
the designated population as laid out in the program guidelines. Since
the launch of PMGSY, as on 19th March 2026, a total of 17,963 roads
of 74,724 km length and 707 bridges have been sanctioned under the
scheme in the state of Odisha, out of which 17,739 roads of 71,572
km length and 649 bridges have already been constructed. The
district-wise progress details of Odisha including Bargarh and
Jharsuguda districts under PMGSY are given at Annexure-I.
(b) & (c): During the last three years and the current year, details of
length of roads constructed under various verticals of PMGSY along
with total fund sanctioned and expenditure incurred in the Odisha are
given below along with number of habitations connected:-

Under PMGSY, the unit for connectivity is habitation and not
Revenue Village or Gram Panchayat. Block wise data is not
maintained at Ministry level, however, district wise data is given at
Annexure-I. Year wise/district wise progress of Odisha may be

(d): Under various verticals of PMGSY, in the district of Bargarh of
Odisha, a total of 665 roads of 2,566.56 km length and 14 bridges have
Page 2 of 4been sanctioned out of which, 662 roads of 2,425.70 km length and
12 bridges have already been completed. 3 roads of 16 km length and
2 bridges are at various stages of execution under PMGSY-
III. Similarly, in the district of Jharsuguda, a total of 171 roads of
595.38 km length and 9 bridges have been sanctioned out of which,
171 roads of 584.63 km length, 8 bridges have already been
completed and 1 bridge is under construction. The timeline for
completion of these projects is March, 2026.
(e): Under PMGSY-I, eligible habitations in the district of Bargarh
(536 habitations) and Jharsuguda (116 habitations) of Odisha as
prescribed in the program guidelines have already been connected
with all-weather road connectivity. Under the new phase PMGSY-IV,
a proposal of 827 roads covering a length of 1,701.84 km is under
consideration. However, no proposal from Bargarh and Jharsuguda
districts have been received from the state under this proposal of
PMGSY-IV. It is informed that under PMGSY, proposals are received
from the states based on the eligibility criteria outlined in the
program guidelines.
