Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the total length of roads constructed under the Pradhan Mantri
Gram SadakYojana (PMGSY) in Telangana, especially in
Peddapalli, during each of the last five years and the budget
allocated to Telangana;
(b) the details of roads constructed in backward districts of
Telangana along with the status of pending projects and
reasons for delays; and
(c) the steps taken to address lapses in fund utilisation and
expedite road construction projects critical to rural
connectivity?

(a): Total road length of 2,088.05 km in Telangana and 41.38 km
in the District of Peddapalli has been constructed during the last
five years under various interventions/ verticals of the PMGSY. The

(b): Pradhan Mantri Gram SadakYojana (PMGSY)-I is a special
intervention of Government of India which envisages connecting all
eligible unconnected habitations by way of a single all-weather road
as per Core Network in the rural areas. Since inception, total 446
roads of road length 1,641 Km has been sanctioned under various
verticals of PMGSY to three identified backward Districts of
Adilabad, Khammam and Karimnagar in Telangana out of which
total 403 roads of length 1,439 Km has already been constructed. A
total of 43 roads of length 144 km are in progress under various
stages of execution in the ground. Interventions/ Vertical wise,

While implementing the scheme, challenges like issues of land
availability/ acquisition, forest clearance, poor contracting capacity
of states, lack of response to tenders, financial capability of States
to release funds, execution capacity of States/ State Rural Roads
Development Agencies (SRRDAs) came in the way which impacted
the overall progress of the scheme in general.
(c): ‘Rural Roads’ is a State subject and timely completion of
PMGSY roads is the responsibility of the respective State
Governments. Regular and adequate availability of budgetary
support to the States is a critical factor in timely completion of
PMGSY works. In addition, State Governments are advised through
various Regional Review meetings & Empowered Committee
meetings to take suitable necessary action to expedite timely

regard have been taken by the Ministry:
i. States have been requested to augment executing capacity
and contracting capacity and their compliance in this regard is
regularly reviewed.
ii. Bidding document provisions have been rationalized.
iii. Training is imparted to field engineers and contractors as well
as their staff for capacity building.
iv. Regular and structured review of physical & financial
parameters is conducted at regular interval in various zones
for a cluster of states of that zone.
