GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP RAJYA SABHA STARRED QUESTION NO - *348 ANSWERED ON – 25.03.2026 PMKVY 4.0 IN HARYANA *348 SMT. REKHA SHARMA: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: - (a) the present status of implementation of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 in Haryana, including the number of candidates trained, sectoral coverage and districts covered; (b) the steps taken to introduce future-ready and emerging technology job roles such as AI, robotics, drones, green energy and logistics within the skilling ecosystem of the State; (c) the details of the Skill Hubs, training centres and industry partnerships established in Haryana under the scheme; and (d) whether convergence with other flagship programmes has helped align skilling with industrial and economic priorities of Haryana? REKHA SHARMA REGARDING PMKVY 4.0 IN HARYANA (a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0) since 2022, for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to the youth across the country, including Haryana. The Sector-wise and district wise number of candidates trained under PMKVY 4.0, as on 31.12.2025, in the State of Haryana is given at Annexure. (b) Under PMKVY 4.0, various steps have been undertaken to introduce new-age skill courses in order to keep pace with the evolving industry demands and advent of new age technologies. Over 600 industry- aligned courses have been introduced across emerging sectors such as Artificial Intelligence (AI), 5G technology, cybersecurity, green hydrogen, drone technology, and logistics, with the objective of preparing the workforce for Industry 4.0. Training is being imparted in future-ready job roles to meet the demands of emerging sectors including drones, AI, robotics, and mechatronics. The courses offered under PMKVY are designed by industry-led bodies to ensure relevance and responsiveness to the needs of these sectors. Further, District Skill Development Plans (DSDPs) are formulated by District Skill Committees (DSCs) to assess skill gaps and map industry demand at the district level. This ensures that PMKVY training programs remain closely aligned with local employment opportunities and regional workforce requirements. Additionally, emerging areas like green energy, semiconductor, etc. have been prioritized in line with national missions and economic growth sectors. (c) PMKVY 4.0 is a demand driven scheme, wherein training centres are accredited/ affiliated based on the proposals submitted by the Project Implementing Agencies, after taking the skill gap into account. Under the Scheme, training is delivered through various institutes of Central Ministries/Departments, PSUs, State Skill Development Missions, Industries, Industry Associations, ITIs, Polytechnics, Higher Education Institutions, Training Providers, Pradhan Mantri Kaushal Kendras (PMKKs), etc. As on 31.12.2025, 668 training centres have been accredited/ affiliated for imparting project based skilling in the State of Haryana. (d) The Ministry of Skill Development and Entrepreneurship (MSDE) is actively collaborating with various Ministries/ Departments to align skilling initiatives with national priorities and the specific skill requirements of different government schemes. This “Whole-of-Government” approach has enabled closer convergence of skilling efforts with industrial and economic priorities across the country, including those of Haryana. The details are as under: i. M/o Micro, Small & Medium Enterprises for PM Vishwakarma: The scheme is jointly implemented by the Ministry of MSME, MSDE (nodal for skilling), and DFS, with a three-tier structure comprising the National Steering Committee, State Monitoring Committees, and District Implementation Committees. The scheme covers 18 traditional trades, the scheme seeks to preserve skills while enhancing livelihoods, with a target to train 30 lakh artisans and craftsmen over five years. As on 19th March 2026, a total of 32,147 artisans have been trained in the State of Haryana. ii. M/o Women and Child Development (MWCD) for skilling adolescent girls: Under the NAVYA (Nurturing Aspirations through Vocational Training for Young Adolescent Girls) initiative, skilling of 3,850 adolescent girls (AGs) in non-traditional job roles across 27 districts of 19 States has been targeted under the pilot phase. As on 19th March 2026, a total of 34 Adolescent Girls have been trained in the State of Haryana. iii. M/o New and Renewable Energy for National Green Hydrogen Mission (NGHM): NGHM is one of the key flagship scheme of the Government aimed to create 6 lakh jobs. Skilling has been prioritized in geographies where plants under NGHM are being set up by industries. As on 19th March 2026, a total of 417 candidates have been trained in the State of Haryana. iv. M/o Electronics and Information Technology (MeitY) for India AI Mission and India Semiconductor Mission (ISM): This convergence aims to support India AI Mission through skilling in Artificial Intelligence (AI) related job roles under PMKVY 4.0 such as AI - Machine Learning Engineer, AI - Data Quality Analyst, AI - Database Administrator, etc. As on 19th March 2026, a total of 1,037 candidates have been trained in the State of Haryana. Moreover, under IndiaSemiconductor Mission, as on 31st December, 2025, a total of 13,941 candidates have been trained across India. v. M/o Jal Shakti (M/oJS) for Nal Jal Mitra Programme under Jal Jeewan Mission: D/o Drinking Water and Sanitation in collaboration with MSDE has developed the Nal Jal Mitra Programme (NJMP) in August 2023. NJMP envisages multi-skilling of local people in rural areas, covering various essential skill sets, including Plumbing, Electrical work, Masonry, Pump Operations, and other allied skills. As on 19th March 2026, a total of 532 candidates have been trained in the State of Haryana. vi. Department of School Education and Literacy (D/oSEL) and Department of Higher Education (D/oHE): One of the key features of PMKVY 4.0 is alignment with NEP 2020 and cross utilization of available permanent infrastructure in higher Education Institutes (HEI) including Institutes of National Importance (INIs) / Universities / Colleges / Schools, etc. Skilling through education institutions have been increased under PMKVY 4.0 through the joint efforts of MSDE, DoSEL, DoHE.
