Parliament Question: PMKVY 4.0 in Tamil Nadu

GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP RAJYA SABHA UNSTARRED QUESTION No. 2998 ANSWERED ON 18/03/2026 PMKVY 4.0 IN TAMIL NADU 2998. SHRI P. WILSON: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the targets and actual training/placement numbers under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 and other schemes for Tamil Nadu during 2024-25 and 2025-26, State-wise details thereof; (b) whether Government is aware of CAG-noted implementation failures, unspent funds nationally and low Central releases affecting Tamil Nadu’s youth skilling ecosystem despite the State’s high startup ranking; (c) the details of any pending Union share or unutilised funds for Tamil Nadu Skill Development Corporation; and (d) the immediate action to clear pending dues and allocate higher targets to Tamil Nadu without regional disparity? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (d): Under the Government of India’s Skill India Mission (SIM), launched in 2015, the Ministry of Skill Development and Entrepreneurship (MSDE) provides skill, re-skill, and up-skill training through an extensive network of skill development centres under major schemes such as Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS), and the Craftsman Training Scheme (CTS) in Industrial Training Institutes (ITIs), to all sections of the society across the country including Tamil Nadu. The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. The State/UT-wise number of candidates trained under major schemes of MSDE during 2024-25 and 2025-26 (till 31.12.2025) are given at Annexure I. Amongst the schemes of MSDE, placement was tracked under the STT component of PMKVY in the first three versions, i.e, PMKVY 1.0, 2.0 and 3.0. Under present version of PMKVY from FY 2022-23 i.e. PMKVY 4.0, the focus was to empower our trained candidates to choose their varied career path and they are suitably oriented for the same. Further, various IT tools like Skill India Digital Hub (SIDH) also gives this opportunity. The Comptroller and Auditor General (CAG) conducted a Performance Audit of PMKVY covering its initial phases up to 2022 and flagged certain deficiencies relating to data validation, beneficiary details, assessor information, eligibility verification, and monitoring processes, largely attributable to limitations in IT controls and decentralized implementation prevalent at that time.The Government has undertaken comprehensive corrective measures under PMKVY 4.0, including Aadhaar-based e-KYC, face authentication and geo-tagged attendance, QR-coded digital certificates, realtime dashboards on the Skill India Digital Hub, strengthened assessor and training centre accreditation through National Council for Vocational Education and Training (NCVET), independent monitoring via Kaushal Samiksha Kendra, revised monitoring guidelines with clear KPIs, and a robust penalty and recovery framework. Disciplinary actions, including suspension, blacklisting, recovery of funds have been taken wherever non-compliance was established, thereby institutionalising stronger accountability, verification, and oversight mechanisms under the scheme. PMVKY scheme follows a decentralized and demand-driven approach, enabling State Skill Development Missions and District Skill Committees to identify local industry requirements and recommend suitable training programmes. Funds under PMKVY are released to implementing agencies for meeting the training cost as per prescribed norms. Under JSS scheme, funds are released to Non- Governmental Organizations (NGOs) directly. Under NAPS, stipend support up to Rs 1500/- per month is released to apprentices through DBT and not to the establishments covered. Day to day administration as well as financial control in respect of CTS scheme implemented through ITIs lies with the respective State Government/UT Administration. Funds released to Tamil Nadu State under major schemes of MSDE during FY 2024-25 and 2025-26 (till 31.12.2025) are as under: (Figures in Rs. PMKVY 4.0 being a Central Sector Scheme has no State Component. Under JSS scheme, funds are released to Non-Governmental Organizations (NGOs) directly.
