SHRI IRANNA KADADI: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the number of candidates trained and certified under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY 4.0) in the Belagavi district; (b) the details of the courses offered in the Pradhan Mantri Kaushal Kendras (PMKKs) and their relevance to the local economy; (c) the status of the Recognition of Prior Learning (RPL) certification for the construction workers and traditional artisans; (d) the measures taken to provide post- training support and placement assistance; and (e) the steps taken to track the career progression of the skilled youth? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (e): A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (E) OF RAJYA SABHA STARRED QUESTION NO. *279 ANSWERED ON 18.03.2026 ASKED BY SHRI IRANNA KADADI REGARDING PMKVY IN BELAGAVI (a) Under PMKVY 4.0, as on 31.12.2025, a total of 5,955 candidates have been trained /oriented in the Belagavi District of Karnataka, out of which 4,107 candidates have been certified. (b) The Pradhan Mantri Kaushal Kendras (PMKKs) have been set up as a model training center, for imparting skill training in Public Private Partnership (PPP) mode throughout the country. As on 31.12.2025, the courses/ job roles offered by PMKKs is given at Annexure – I. The courses/ job roles offered by PMKKs under PMKVY 4.0 is based on the skill gap available in the particular State/District. The District Skill Committees (DSCs), established across all States/UTs, are mandated with formulating District Skill Development Plans (DSDPs) to support decentralized, grassroots- level skill planning by identifying local employment opportunities, skilling demand, and available training infrastructure. Government skill programmes/ courses are then designed to bridge these identified skill gaps across sectors. Additionally, 36 Sector Skill Councils (SSCs), led by industry experts, regularly conduct skill gap studies to assess sector-wise skill needs and set competency standards, which guide government interventions to align the workforce with industry requirements. (c) The status of the Recognition of Prior Learning (RPL) certification for the construction workers and traditional artisans under PMKVY as on 31.12.2025, is given at Annexure – II. (d) Under PMKVY 4.0 which is under implementation since FY 2022-23, the focus is to empower our trained candidates to choose their varied career path and they are suitably oriented for the same through On-Job Training (OJT) embedded industry relevant courses. To enable the opportunities for employment, Skill India Digital Hub (SIDH) platform has been launched as a one-stop platform that integrates skilling, education, employment, and entrepreneurship ecosystems to provide a lifelong array of services targeting a wide range of stakeholders. The details of the trained candidates are available on SIDH portal for connecting with potential employers. To further support placement opportunities for certified candidates, Kaushal Mahotsavs and Pradhan Mantri National Apprenticeship Melas (PMNAMs) have also been organized.
