PMKVY IN DAKSHINA KANNADA DISTRICT
3760. SHRI CAPTAIN BRIJESH CHOWTA:
Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) whether the Government has implemented the Pradhan Mantri Kaushal Vikas Yojana
(PMKVY) in Dakshina Kannada district and if so, the details thereof;
(b) the details of the number of candidates enrolled, trained and placed under the said
Scheme in Karnataka, district-wise;
(c) the total number of training centres and Pradhan Mantri Kaushal Kendras (PMKKs) in the
said district and whether the Government proposes to increase the number of such centres in
the said district and if so, the details thereof; and
(d) whether any collaborations undertaken with local industries, including shipbuilding,
seafood processing, hospitality and allied sectors to provide practical training and job
placements and if so, the details thereof?

(a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship
Scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since 2015. Under PMKVY, skill
training is imparted through Short Term Training (STT) and Re-skilling and Up-skilling through
Recognition of Prior Learning (RPL) to youth across the country including Dakshina Kannada
district of Karnataka.
As on 31.12.2025, a total of 15,200 candidates have been trained/oriented under PMKVY in
Dakshina Kannada district of Karnataka.
(b) Under PMKVY, placements were tracked in the Short-Term Training (STT) component in
the first three versions of the Scheme which is PMKVY 1.0, PMKVY 2.0 and PMKVY 3.0
implemented from FY 2015-16 to FY 2021-22. Under PMKVY 4.0 which is under
implementation since FY 2022-23, the focus is to empower our trained candidates to choose
their varied career path and they are suitably oriented for the same through On-Job Training
(OJT) embedded industry relevant skill courses.
The district-wise details of the number of candidates enrolled, trained, and placed under the
PMKVY in Karnataka, as on 31.12.2025, are given at Annexure I.
(c) Since the inception of the PMKVY, till 31.12.2025, 43 centres have imparted skill
development training under the Scheme in the Dakshina Kannada district.
The Pradhan Mantri Kaushal Kendras (PMKKs) have been set up as a model training center, for
imparting skill training in Public Private Partnership (PPP) mode throughout the country. As per
the PMKK guidelines only one PMKK can be sanctioned per district. Accordingly, only onePMKK was allocated in Dakshina Kannada district of Karnataka. However, it is currently not
operational.
PMKVY 4.0 is a demand driven scheme and skill training centres are set up based on the
requirements received from State/ industry/ industry associations/ training providers.
(d) The Government is committed to align training content with real-time job market
demands and improve employability linkages under PMKVY by fostering demand-driven skilling
and close collaboration with the industries, MSME clusters, private sector employers, and
State/UT skill missions. At the project proposal stage itself, the Ministry emphasizes the
identification of local industries to provide On-the-Job Training (OJT) opportunities to
candidates. Key efforts include organizing industry consultations to gain deeper insights into
sector-specific demands and challenges, identifying high-demand and emerging/New Age skill
areas, and involving industries as Awarding Bodies. Various industries/ industry bodies and
Sector Skill Councils are being engaged under PMKVY 4.0.for aligning training content with
real-time job market demands.
Further, MSDE has launched Skill India Digital Hub (SIDH) as a unified platform that integrates
skilling, education, and entrepreneurship ecosystems to provide an array of services targeting a
wide range of stakeholders. The details of the trained candidates are available on SIDH portal
for connecting with potential jobs and apprenticeship opportunities. Additionally, Kaushal
Mahotsavs are organized in collaboration with industries to facilitate employment opportunities
for trained candidates.Annexure I
