Shri Navaskani K: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) the details of the projects approved and implemented under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) in Tamil Nadu during the last five years, district-wise including Ramanathapuram district; (b) the details of the achievements and progress made in this regard; (c) whether the Government has taken any measures to promote sustainable fishing practices in Tamil Nadu, including the installation of Artificial Reef units and establishment of a Multipurpose Seaweed Park, and if so, the present status and positive impact of these initiatives; (d) the steps taken by the Government to provide training, capacity-building, seaweed cultivation support and marine aquaculture assistance to fisherwomen and youth in Tamil Nadu, especially in coastal districts like Ramanathapuram; and (e) whether the Government has undertaken any periodic monitoring and evaluation of PMMSY and FIDF projects in Tamil Nadu to ensure timely completion, effective utilization of funds and improved livelihood outcomes for fishermen and coastal communities? ANSWER MINISTER FOR FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) & (b) The Department of Fisheries, Government of India (DoF, GoI) is implementing the the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) in all states/Union Territories. The DoF, GoI under PMMSY has approved 120 projects with total cost of Rs. 1240.5778 crore to the State Government of Tamil Nadu, which includes 105 beneficiary oriented project and 15 non-Beneficiary oriented projects. As informed by the Tamil Nadu Government, the total amount of Rs. 853.3703 crore (Central and State) has been utilized so far under these projects. The progress report and details of district-wise projects including Ramanathapuram district approved and implemented under the PMMSY in Tamil Nadu during last five years (2020-21 to 2025-26) is provided at Annexure-1. The DoF, GoI, with effect from financial year 2018-19 is implementing the FIDF with a total fund size of Rs 7522.48 crore. Under FIDF, the DoF, GoI provides interest subvention up to 3% per annum for providing the concessional finance by the NLEs at the interest rate not lower than 5% per annum. The DoF, GoI so far, has approved a total of 105 projects at a total cost of Rs 1804.03 crore restricting the project cost for interest subvention at Rs 1529.84 crore under FIDF in Tamil Nadu. Out of approved 105 projects, 60 nos. of projects are completed, one dropped and remaining projects are under various stages of implementation. Details showing status of district wise projects approved under FIDF in Tamil Nadu is provided at Annexure-2.(c) The DoF, GoI in order to promote sustainable fishing practices, under the non-beneficiary- oriented component of the Centrally Sponsored Scheme (CSS) of PMMSY accorded approval to the Government of Tamil Nadu in 2022-23, for a total project cost of ₹62.00 crore, for installation of 200 units of the Artificial Reefs in 49 fishermen villages across Tamil Nadu. The deployment of these Artificial Reefs has been completed. Further, the DoF, GoI, in 2024–25 has accorded approval of another project at a total cost of ₹67.27 crore for the deployment of additional 217 units of the Artificial Reef units in 43 villages located in the Palk Bay and Gulf of Mannar districts of Tamil Nadu. As a result, as per preliminary assessments made by the Central Marine Fisheries Research Institute (ICAR-CMFRI), positive results have been observed with increase of fish production along the coastal areas of the Tamil Nadu. The DoF, GoI has sanctioned a project at a total project cost of Rs.127.71 crore under the PMMSY for establishment of a Multipurpose Seaweed Park in Tamil Nadu. The project comprises Hub-I for seaweed seed production at Valamavur Village, Ramanathapuram District, Hub-II for seaweed processing and value addition at Manganur Village, Pudukkottai District, and Spoke-I and Spoke-II facilities for village-level seaweed cultivation and pre-processing infrastructure across 57 identified seaweed farming villages. As reported by the State Government, the civil works for the project are currently under progress. The Hub-I and Spoke facilities have achieved about 60% completion, while Hub-II facility has reached approximately 25% completion. The Multipurpose Seaweed Park envisaged to significantly strengthening the seaweed sector in Tamil Nadu, including production, processing, value-addition industries and marketing with better price realization. (d) The DoF, GoI along with the Government of Tamil Nadu has implemented focused initiatives to provide training, capacity building, livelihood support, and assistance in mariculture activities to fisherwomen and youth, particularly in coastal districts including Ramanathapuram. As informed by the State Government, about 750 fisherwomen have so far been trained in seaweed cultivation with the assistance of the National Fisheries Development Board (NFDB). Besides, under the Special Project for the Livelihood of the Palk Bay & Gulf of Mannar Districts, training has been provided to about 6,755 beneficiaries in seaweed, mariculture, and allied activities. During the last five years (2020-21 to 2025-26), under the PMMSY scheme, financial assistance of Rs.2.14 crore has been provided to support approximately 2,000 fisherwomen across the coastal districts of Tamil Nadu. This assistance facilitated the establishment of 12,350 seaweed rafts and monolines. In addition to seaweed cultivation, the Government assistance is also extended for other mariculture initiatives, including 179 open sea floating cages established under PMMSY to enhance marine fish production. (e) In order to ensure the timely completion of approved projects, the Government of India and the Government of Tamil Nadu have established multi-layered monitoring and evaluation (M&E) mechanisms for both the PMMSY and the FIDF including the real-time digital monitoring to ensure funds are utilized effectively and projects reach completion. State and District-level Project Monitoring Units (PMUs) are responsible for day-to-day tracking. The Central Approval and Monitoring Committee (CAMC) regularly reviews the physical and financial progress of approved projects and monitoring the progress regularly. Besides, the National Fisheries Development Board (NFDB) as the Nodal Implementing Agency (NIA) conducts both, the desk studies and need based field inspections of approved projects. The National Bank for Agriculture and Rural Development (NABARD) being the Nodal Loaning Entity for State projects monitors the disbursement and financial oversight.
