Sanjna Jatav: Shri Kuldeep Indora: पे(cid:282)ो(cid:871)लयम एवं (cid:292)ाकृ(cid:467)तक गैस मं(cid:287)ी Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) whether the Government has extended the access to clean energy by providing Liquefied Petroleum Gas (LPG) connections on a large scale to eligible households under the Pradhan Mantri Ujjwala Yojana (PMUY) during the last three years, if so, the details thereof, State/UT- wise; (b) the details of LPG connections released/issued under the PMUY during the last three years, including the districts of Alwar, Bharatpur and Deeg under the Bharatpur Parliamentary Constituency, the number of beneficiaries currently using LPG cylinders regularly and the number of beneficiaries who did not avail even a single refill during the said period, State/UT- wise; (c) the details of the average LPG refill consumption by PMUY beneficiaries during the last three years, State/UT-wise; (d) the details of Geographical Areas (GAs) authorised for City Gas Distribution (CGD) during the last three years, including the districts of the State of Uttar Pradesh and the Baghpat Lok Sabha Constituency and the number of households provided with domestic Piped Natural Gas (PNG) connections under the City Gas Distribution (CGD) network in the States of Rajasthan and Uttar Pradesh, including the Bharatpur Parliamentary Constituency, State/UT-wise and district- wise; and (e) whether the Government has assessed the limited use of LPG by poor households due to the rising cost of refills and is considering providing any additional assistance to make refills more affordable under the subsidy scheme, the Ujjwala Yojana and other assistance measures, if so, the details thereof? ANSWER पे(cid:282)ो(cid:871)लयम एवं (cid:292)ाकृ(cid:467)तक गैस मं(cid:287)ालय म(cid:581) रा(cid:207)यमं(cid:287)ी ((cid:302)ी सुरेश गोपी) MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) to (c): Pradhan Mantri Ujjwala Yojana (PMUY) was launched in May, 2016 with an objective to provide deposit free LPG connection to adult women from poor households across the country. As on 01.08.2026, there were approximately 10.57 crore PMUY connections acrossthe country. The State/UT-wise details of LPG connections released under PMUY during last three financial year are at Annexure–A. The details of LPG connections released under the PMUY during the last three years in the districts of Alwar, Bharatpur and Deeg under the Bharatpur Parliamentary Constituency are as under: District Number of PMUY Connections released during last three Financial Year Alwar 10,615 Bharatpur 11,199 Deeg 7,467 Source: IOCL on behalf of PSU OMCs There were 9.60 crore PMUY beneficiaries as of 31st March 2023. The State/UT-wise details of number of PMUY beneficiaries who did not take any refill from FY 2023-24 to FY 2025-26 are at Annexure- B. The State/UT-wise details of the average LPG refill consumption by PMUY beneficiaries of the PMUY during the last three years are at Annexure-C. (d): Providing Piped Natural Gas (PNG) connections and establishment of Compressed Natural Gas (CNG) stations is part of the development of City Gas Distribution (CGD) Network, which inter alia include creation of pipeline infrastructure and other facilities for the supply of PNG to domestic, commercial and industrial units and CNG to transport sector which is being carried out by the entities authorized by Petroleum and Natural Gas Regulatory Board (PNGRB). The list of GAs authorized by PNGRB since April, 2023 is at Annexure-D. Baghpat is part of Bagpat District GA authorized to Think Gas Bagpat Private Limited. As on 31.05.2026, authorized entity has provided 5,448 Domestic PNG connections in the GA. Bharatpur is part of Firozabad (Taj Trapezium Zone) GA authorized to GAIL Gas Limited. As of 31.05.2026, authorized entity has provided 32,065 Domestic PNG connections in the GA. The district wise progress of Domestic PNG connections in the State of Uttar Pradesh and Rajasthan is at Annexure-E and Annexure-F. (e): The Retail Selling Price of domestic LPG is being maintained at Rs. 942 per 14.2 Kg cylinder (Delhi) since June 2026, which carried an implicit subsidy (under-recovery) of more than Rs 700 per 14.2 Kg cylinder in June 2026 and Rs 500 per cylinder during July 2026. Even for the month of August 2026, the RSP of 14.2 Kg cylinder carries an implicit subsidy of Rs. 188 per cylinder. For more than 10.5 crore PMUY consumers, the effective price is only Rs. 642 per cylinder (upto 4 refills per year), after a targeted subsidy of Rs. 300 per cylinder. Government have been ensuring availability of domestic LPG at affordable prices to households in the country for which Government have paid to the OMCs a compensation of Rs. 22,000 crore in FY 2022-23 and paying Rs. 30,000 crore during FY 2025-26 and FY 2026-27.
