SHRI PUSHPENDRA SAROJ: Ms IQRA CHOUDHARY: SHRI DHARMENDRA YADAV: Will the Minister of JAL SHAKTI be pleased to state: (a) the present status of the Polluted River Stretches identified in 2022 particularly those related to the Ganga and the Yamuna rivers in Uttar Pradesh; (b) the details of locations under the National Water Quality Monitoring Network where Biochemical Oxygen Demand (BOD) levels continue to exceed the prescribed limit of 3 mg/l, State-wise particularly for Uttar Pradesh; (c) the number of Grossly Polluting Industries (GPIs) in Uttar Pradesh, district-wise and the action taken against non-compliant units; (d) the monitoring status of drains and Sewage Treatment Plants (STPs) in Uttar Pradesh, district-wise; and (e) the number of sewage treatment projects pending, completed and operational in Uttar Pradesh along with the funds sanctioned, released and utilised for the purpose, year-wise? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) The changes in PRS stretch in Uttar Pradesh, as per the report of CPCB from 2022 to 2025 is as follows: Polluted River Stretched in Uttar Pradesh River 2022 2025 Farrukabad to Allahabad and Mirzapur to Bijnor to Tarighat (Ghazipur) Ganga Ghazipur (3.2-4.9 mg/L) (Priority Class-V) (6.0 mg/L) (Priority Class-IV) 1. River Yamuna From Shahpur To (127 Mg/L) (Priority Class-I) Hamirpur (5.8- 22 Mg/L)(Priority Class-II) 1(b) The details of water quality monitoring stations under the National Water Quality Monitoring Network for the rivers Ganga and Yamuna in Uttar Pradesh, including those where Biochemical Oxygen Demand (BOD) levels exceed the prescribed limit of 3 mg/l, are enclosed in Annexure I. As evident from the data the river stretch of Ganga in Uttar Pradesh falls under Polluted River Stretch (PRS) category V and is showing consistent improving trend in successive Central Pollution Control Board (CPCB) reports. (c) CPCB organizes annual inspection of Grossly Polluting Industries (GPIs) operating in the river Ganga main stem States having potential to discharge into the river Ganga & its tributaries by joint teams of officials from third-party technical institutes and State Pollution Control Boards/ Committee (SPCBs/PCC) since 2017. During 2024, a total of 2,186 GPIs located in 63 districts of Uttar Pradesh were inspected, among which 1,631 GPIs were found operational and 555 GPIs were self-closed. Out of 1,631 operational GPIs, 1,291 were complying and 340 were found non-complying w.r.t discharge norms or not having valid consent to operate. Among 340 non-complying GPIs, 321 GPIs were issued show-cause notices and 19 GPIs were issued closure directions by UPPCB. Details of the number of Gross Pollution Industries (GPIs) in Uttar Pradesh, district-wise and the action taken against non-compliant units are enclosed in Annexure II. (d) In the state of Uttar Pradesh, primarily, anthropogenic pressure is observed in mainly cities like Kanpur, Prayagraj, and Varanasi for Ganga main stem. Accordingly, in Prayagraj 54 drains have been tapped, remaining 21 are covered under various projects; in Varanasi 26 drains have been tapped, 2 drains partially tapped, and 4 drains are covered under various projects; and in Kanpur 15 drains have been tapped, remaining 14 drains are covered under various projects. In remaining area comprising mainly of rural areas the drains carry grey water and are managed under Swatch Bharat Mission (Gramin) through various low cost nature friendly initiatives like constructed wetlands, soak pits, etc. Monitoring of STPs is carried out by CPCB for 49 STPs located in 12 districts of Uttar Pradesh. During the period April-July, 2025, out of 49 STPs, 44 STPs were found operational, having a designed capacity of 1,483.93 MLD. Details of district-wise number of STPs and their operational status & design/utilization capacity are enclosed in Annexure III. (e) Under the Namami Gange Mission in the State of Uttar Pradesh, a total of 80 sewerage infrastructure projects have been sanctioned at an estimated cost of ₹ 16,200 crore for the creation of 2,700 MLD of sewage treatment capacity.
